Reports to: Street Works Coordinator

Role Purpose

Responsible for coordinating and assessing street works and highway permit applications to ensure compliance with the New Roads and Street Works Act (NRSWA), Traffic Management Act, and London Permit Scheme requirements. The role focuses on minimising disruption to the highway network, maintaining public safety, and ensuring effective traffic management across the borough.

Key Responsibilities

  • Assess, approve, refuse, and manage street works permit applications and variations within statutory timescales.
  • Coordinate highway and utility works to minimise traffic congestion and network disruption.
  • Review traffic management proposals, work durations, diversion routes, and permit conditions.
  • Liaise daily with utility companies, contractors, TfL, emergency services, and internal stakeholders.
  • Monitor compliance with NRSWA, permit schemes, and relevant legislation.
  • Identify permit contraventions and issue Fixed Penalty Notices where appropriate.
  • Maintain accurate records using street works and permit management systems such as EToN and London Works.
  • Support enforcement activities, inspections, prosecutions, and stakeholder communications.
  • Attend site meetings and assist with resolving operational and traffic management issues.

Skills & Experience

  • Experience within street works, highways, utilities, or permit coordination.
  • Good understanding of NRSWA, Traffic Management Act, and permit schemes.
  • Ability to assess traffic management plans and permit applications.
  • Strong organisational, communication, and decision‑making skills.
  • Confident using IT systems and managing multiple priorities in a fast‑paced environment.
  • Experience working with contractors, utilities, and public stakeholders.

Qualifications

City & Guilds Street Works Accreditation (preferred) or equivalent knowledge/experience.
