About the Role
We are seeking an experienced Senior Project Manager to lead the development and delivery of the Council's most complex and strategically important highways, transport, public realm and active travel programmes .
This is a senior capital-funded position requiring significant autonomy, professional judgement and experience managing complex projects from inception through to delivery .
You will lead multidisciplinary project teams, manage substantial capital budgets and work closely with senior Council officers, Members, TfL, government bodies, consultants, contractors and community stakeholders.
Key Responsibilities
- Lead major highways, transport, public realm and active travel projects from feasibility through to completion.
- Manage the full project lifecycle, including business cases, option development, design, consultation, approvals, procurement and implementation.
- Manage multiple projects and workstreams, ensuring delivery against agreed budgets, timescales and objectives.
- Develop and maintain project plans, programmes, risk registers and governance documentation.
- Manage significant capital budgets, expenditure, forecasts and funding allocations.
- Identify and manage project, financial, commercial and delivery risks.
- Support external funding bids and manage externally funded programmes.
- Lead multidisciplinary teams and coordinate technical, operational and stakeholder requirements.
- Manage consultants, contractors and specialist advisers, monitoring performance and contractual obligations.
- Build strong relationships with Members, senior officers, TfL, government agencies, statutory bodies, businesses and community groups.
- Lead stakeholder engagement and consultation on complex and potentially sensitive projects.
- Prepare and present reports, business cases, briefings and recommendations to senior officers, Members and formal decision-making bodies.
- Resolve complex project, stakeholder, funding and delivery issues using sound professional judgement.
- Ensure projects comply with relevant statutory, regulatory, procurement and Council governance requirements.
- Provide senior project management support, guidance and mentoring to other Project Managers.
- Contribute to programme governance, assurance, continuous improvement and lessons learned across the wider Capital Projects portfolio.
About You
You will have significant experience delivering major capital infrastructure, highways, transport, public realm or regeneration projects , ideally within a local authority or public-sector environment.
You should have:
- Proven experience managing complex projects through the full project lifecycle.
- Strong experience of highways, transport, infrastructure or public realm project delivery.
- Experience managing substantial capital budgets and externally funded programmes.
- Experience working with consultants, contractors and multidisciplinary teams.
- Experience managing politically sensitive projects and working with Members and senior officers.
- Strong stakeholder engagement, negotiation and influencing skills.
- Experience presenting complex reports and recommendations to senior leadership, Members, Cabinet or committees.
- Strong understanding of project/programme management, governance and risk management.
- Excellent financial and commercial awareness.
- Ability to manage multiple complex projects and competing priorities.
- Strong communication and problem-solving skills.
- Ability to work independently and exercise sound professional judgement.
Desirable
- Experience of TfL-funded programmes .
- Experience delivering active travel, Healthy Streets, corridor improvement or public realm schemes .
- Knowledge of London local-authority governance and decision-making.
- Experience delivering complex urban corridor or town-centre transformation programmes.
- PRINCE2, APM, MSP or equivalent project/programme management qualification.
- Degree or equivalent qualification in Project Management, Transport Planning, Engineering, Urban Design or a related discipline.
