The Resourcing Partner (Senior & Specialist) will deliver a proactive, high-quality recruitment service across the Council, with a focus on senior, specialist, and hard-to-fill roles. The postholder will manage end-to-end recruitment campaigns, provide expert advice to hiring managers, and use direct sourcing and market insight to improve recruitment outcomes. A key focus of the role is to reduce reliance on agencies and interim solutions by strengthening direct hiring, improving attraction strategies, and delivering cost-effective resourcing solutions.
Key Responsibilities
- Manage end-to-end recruitment campaigns for senior, specialist, and hard-to-fill roles.
- Act as the main point of contact for hiring managers, providing expert advice on attraction strategy, selection methods, and market conditions.
- Design and deliver targeted, inclusive, and cost-effective attraction campaigns using direct sourcing, talent pooling, and proactive outreach.
- Support managers to reduce agency and interim spend by improving direct recruitment outcomes.
- Ensure all recruitment activity is compliant with employment law, equality requirements, and Council policy.
- Maintain accurate records using the Applicant Tracking System and ensure robust audit trails and pre-employment checks.
- Use recruitment data and market insight to identify trends, improve performance, and enhance candidate experience.
- Build strong relationships with internal stakeholders and external partners to ensure service quality and value for money.
- Promote the Council as an inclusive employer of choice through high-quality candidate care and professional delivery.
