Overview

We are seeking an experienced Major Works Project Manager to lead the delivery of a large-scale Housing Capital Programme, valued at approximately

£30 million per annum

This role will oversee a portfolio of capital investment projects across the Council’s residential housing stock, with a particular focus on high-rise residential buildings, building safety compliance, fire remediation, energy efficiency programmes, and major mechanical and electrical (M&E) works.

Working client-side, you will coordinate internal teams, external consultants, contractors and stakeholders to ensure projects are delivered safely, on time, within budget, and in compliance with statutory and regulatory requirements.

Key Responsibilities

  • Manage the delivery of housing capital investment projects from inception through to completion.
  • Coordinate major works across high-rise residential buildings, ensuring all required works are incorporated into Building Safety Regulator Gateway 2 applications.
  • Oversee the delivery of Fire Risk Assessment (FRA) remedial works, Warmer Homes initiatives, M&E upgrades, structural repairs, and Decent Homes programmes.
  • Manage external professional consultants, including Principal Designers (Building Regulations), Contract Administrators, Structural Engineers, Quantity Surveyors and specialist advisors.
  • Lead procurement activities, contractor mobilisation and contract management in accordance with public sector procurement regulations.
  • Monitor project programmes, budgets, risks, quality, and performance to ensure successful project delivery.
  • Ensure compliance with Building Safety legislation, Building Regulations, CDM Regulations, Health & Safety requirements and relevant statutory obligations.
  • Prepare reports and present project updates to senior management, elected members and programme boards.
  • Build and maintain effective relationships with residents, contractors, consultants and internal stakeholders.
  • Manage project governance, risk registers, financial reporting and programme documentation in line with corporate project management standards.
  • Line manage a small project delivery team including a Clerk of Works, Resident Liaison Officer and Project Support Officer.

Essential Experience

  • Proven experience delivering large-scale Housing Capital or Major Works programmes within a local authority, housing association or public sector environment.
  • Strong background managing capital projects from planning and procurement through to completion and handover.
  • Experience delivering Mechanical & Electrical (M&E), compliance and building services projects.
  • Knowledge of Fire Risk Assessment (FRA) remediation, Building Safety legislation and compliance programmes.
  • Experience managing external consultants, contractors and multidisciplinary project teams.
  • Demonstrable experience managing multi-million-pound construction or capital investment programmes.
  • Strong understanding of contract administration, procurement and contractor performance management.
  • Excellent stakeholder management and communication skills, with experience engaging residents, senior managers and elected members.

Desirable Experience

  • Experience with Building Safety Regulator Gateway 2 submissions.
  • Knowledge of Decent Homes programmes and social housing investment.
  • Experience delivering energy efficiency or retrofit programmes such as Warmer Homes.
  • Understanding of structural repair and concrete remediation projects.
  • Knowledge of CDM Regulations, asbestos legislation and public sector procurement procedures.

Qualifications

  • Degree, HNC, HND or equivalent qualification in Building, Construction, Surveying, Project Management or a related discipline, or equivalent experience.
