The London Borough of Harrow is seeking an experienced HR Business Partner to provide strategic HR support to the Children’s Services Directorate. This is a senior HR role where you will work closely with leaders and managers across Children’s Services, providing expert advice and guidance on a wide range of workforce matters. You will play a key role in delivering a proactive, outcome-focused HR service, supporting organisational priorities and ensuring effective people management practices. The successful candidate will act as a trusted HR partner, providing professional advice on complex employee relations matters, organisational change, workforce planning, and HR policy development.

Key Responsibilities

  • Provide strategic HR advice and support to senior managers and leadership teams within Children’s Services.
  • Act as a lead HR practitioner on complex employee relations cases, including disciplinary, grievance, capability, attendance, and performance matters.
  • Support managers through organisational change programmes, restructures, and service transformation initiatives.
  • Develop, review, and implement HR policies, procedures, and guidance in line with legislation and best practice.
  • Provide expert advice on employment law, employee relations, and workforce matters.
  • Build strong working relationships with managers, senior leaders, and key stakeholders to improve HR outcomes.
  • Use workforce data and insight to identify trends, risks, and opportunities for improvement.
  • Support the continuous improvement and transformation of HR services.
  • Ensure HR advice is proactive, consistent, and aligned with Council objectives.
  • Line manage and support HR colleagues, providing direction, coaching, and development.

About You

You will be an experienced HR professional with a strong background in HR business partnering, employee relations, and organisational change. You will have:

  • Proven experience working as an HR Business Partner, Senior HR Advisor, HR Manager, or equivalent.
  • Significant experience managing complex employee relations cases.
  • Strong knowledge of employment legislation and HR best practice.
  • Experience supporting organisational change, restructures, and workforce transformation.
  • Experience developing and implementing HR policies and procedures.
  • The ability to influence and challenge senior managers effectively.
  • Strong communication, coaching, and stakeholder management skills.
  • Experience working within local government, public sector, social care, or Children’s Services environments is highly desirable.
  • Experience of line managing and developing HR professionals.
