Job Purpose The post holder will lead the delivery of a portfolio of key strategic projects, ensuring they are delivering according to time, quality, and cost.
- Map and track dependencies and inter-dependencies across the portfolio and providing robust assurance around programme delivery.
- Identify opportunities for improving service delivery methods and procedures, identify resource needs with colleagues and support the implementation of improvements.
- To lead, plan and monitor service improvement projects and manage the production of the required deliverables to achieve the project objectives.
Candidate profile We welcome applications from candidates with experience of leading complex change and organisational redesign programmes, ideally within local government and preferably housing services. Successful candidates will bring strong programme management, stakeholder engagement and written communication skills, with the ability to operate confidently in politically and operationally complex environments and deliver change at pace.
This specific assignment The Housing Directorate is commencing a large-scale service redesign programme to review and reshape operating structures across Housing Operations. The programme will involve significant change, requiring the development of a robust business case(s), detailed change documentation, stakeholder engagement activity, programme governance, and delivery oversight through to implementation.
The role will partner with the Strategic HR Business Partner who will provide specialist HR advice and lead on employee consultation and people-related elements of the change process. This role will provide dedicated capacity to coordinate the overall programme, manage delivery plans, oversee interdependencies, facilitate engagement with Assistant Directors and Heads of Service, and produce the relevant documentation required.
The proposed Housing Redesign Project Manager will provide strategic and operational support to the Director of Housing Operations and will be responsible for things including:
- Developing and maintaining the overall programme and project plan.
- Coordinating the Housing redesign workstream and ensuring progress against key milestones.
- Producing the business case, case for change and supporting documentation.
- Managing governance processes and reporting requirements.
- Facilitating meetings, workshops and engagement sessions with senior stakeholders.
- Coordinating inputs from Housing leadership, HR and other corporate services.
- Tracking risks, dependencies, decisions and actions through to delivery.
- Supporting implementation and ensuring the programme remains on track.
This is a time-limited requirement linked to a defined programme of change and will support the successful delivery of housing transformation over a 12-month period.
