About the Role
Harrow Council is seeking a skilled and motivated Senior Planning Officer to play a key role in delivering high-quality planning decisions that support regeneration and sustainable growth across the borough. You will manage a varied and complex caseload of planning applications, provide expert professional advice, and help shape major development proposals that bring investment and positive change to Harrow.
Key Responsibilities
- Assess, negotiate, and determine complex and major planning applications in line with planning policy and legislation
- Prepare and present detailed planning reports and recommendations to Planning Committee or under delegated authority
- Lead negotiations with developers to improve development proposals and secure high-quality outcomes
- Manage and contribute to planning appeals, including preparation of statements and evidence
- Provide expert planning advice through pre-application discussions and development management processes
- Carry out site visits and appraise development proposals against planning policy and material considerations
- Support and mentor junior planning staff and contribute to team development
- Liaise with elected members, stakeholders, residents, and other Council departments
About You
We are looking for someone who has:
- A degree in Town Planning (or equivalent RTPI-accredited qualification)
- Strong knowledge of planning legislation, policy, and development management processes
- Experience handling complex planning applications, enforcement, or appeals
- Excellent analytical, report writing, and communication skills
- Strong negotiation skills and the ability to manage competing priorities
- The ability to work effectively in a fast-paced, high-volume environment
Desirable
- Working towards or holding RTPI membership
- Experience presenting at planning committees or public inquiries
- Experience mentoring or supporting junior colleagues
