We are seeking an experienced HR & OD Business Partner to deliver a high-quality, proactive HR service across the Council, with a focus on supporting the Housing Division. This is a strategic role responsible for leading complex employee relations casework, driving organisational change, and developing HR policies that support service delivery and organisational performance.
Key Responsibilities
- Provide expert HR advice and support to managers and directors, managing complex employee relations casework through to resolution.
- Lead on organisational change initiatives, including restructures and TUPE processes.
- Develop, implement, and review HR policies in line with current legislation and best practice.
- Support senior leadership teams, including preparing reports and attending management meetings.
- Build strong relationships with stakeholders, including trade unions, to support effective partnership working.
- Line manage staff and contribute to the continuous improvement of HR services.
- Monitor service delivery against KPIs and Service Level Agreements (SLAs).
- Ensure compliance with employment legislation, council policies, and procedures.
About You
- Proven experience in managing complex employee relations casework within a large organisation.
- Strong understanding of employment law, HR best practice, and organisational change.
- Experience of influencing and advising senior stakeholders.
- Excellent communication, organisational, and problem-solving skills.
- Ability to manage competing priorities and deliver results under pressure.
- Experience of developing and implementing HR policies.
- Strong leadership and people management capability.
Essential Requirements
- Degree and/or membership of the Chartered Institute of Personnel and Development (CIPD), or equivalent experience.
- Evidence of continuing professional development (CPD).
- Willingness to travel as required.
