The Role
We are seeking an experienced Senior Business Rates & BID Officer to lead the delivery of Business Rates and BID Levy administration within a busy local authority environment. This is a key leadership role responsible for ensuring the efficient billing, collection and administration of Business Rates while acting as the lead contact for the city’s Business Improvement District (BID) arrangements. You will manage a team of officers, support service improvement initiatives and work closely with senior stakeholders to ensure high-quality, compliant and customer-focused service delivery.
Key Responsibilities
- Lead and manage the Business Rates & BID team, providing clear direction, support and performance management
- Oversee the administration and collection of Business Rates (NNDR) and BID Levy accounts
- Act as the main liaison for the BID company, including monthly reporting and stakeholder meetings
- Support the annual billing process and ensure accurate and timely revenue collection
- Ensure compliance with relevant legislation, council policies and operational procedures
- Monitor service performance, quality standards and operational efficiency
- Develop and improve processes, controls and service delivery standards
- Produce accurate financial, management and statistical reports for senior leadership
- Support fraud prevention and work collaboratively with investigators and partner organisations
- Maintain effective use of ICT systems, records and reporting tools
- Promote excellent customer service and continuous improvement across the service
About You
We are looking for a candidate with:
- Experience working within a local authority revenues environment
- Strong knowledge of Business Rates/NNDR and Council Tax legislation
- Previous experience managing or supervising staff
- Experience monitoring performance, service delivery and internal controls
- Excellent communication and stakeholder management skills
- The ability to lead change and improve operational processes
- Strong organisational and analytical skills
Essential Requirements
- Experience administering Business Rates and/or Council Tax billing and collection within a large council environment
- Knowledge of relevant revenues legislation and procedures
- Leadership and team management experience
- Ability to produce accurate reports and management information
- Strong written and verbal communication skills
