Responsible for delivering compliant end-to-end procurement activities and providing professional procurement advice across the Force. Leading competitive tender exercises from specification development through to contract award, while ensuring compliance with procurement legislation, internal regulations, and best practice. Managing supplier relationships, contract performance, and procurement systems to support effective and value-for-money procurement outcomes.
Key Responsibilities
- Manage full procurement and tender processes, including market engagement, specification development, tender publication, evaluation, contract award, and implementation.
- Provide procurement advice and guidance to departmental managers, senior leadership, and budget holders on procurement regulations, procedures, and best practice.
- Ensure compliance with the Procurement Act 2023, Public Contracts Regulations 2015 (PCR 2015), Contract Standing Orders, and financial regulations.
- Draft, review, and quality assure procurement documentation, specifications, evaluation criteria, recommendation reports, and contract documentation.
- Coordinate tender evaluations and support stakeholders throughout procurement exercises.
- Monitor supplier performance against contractual obligations and KPIs, addressing performance issues and contractual disputes where required.
- Analyse procurement and spend data to identify opportunities for cost savings, value improvement, risk mitigation, and compliance enhancement.
- Maintain accurate procurement records, audit trails, contract registers, and e-tendering system information.
- Produce procurement reports, management information, and performance metrics for senior stakeholders.
- Build and maintain effective relationships with internal stakeholders, suppliers, public sector partners, and external organisations.
Key Skills and Experience
- Significant experience within a procurement or commercial environment.
- Proven experience managing end-to-end tender and procurement exercises.
- Experience advising stakeholders and senior managers on procurement matters.
- Strong supplier and contract management experience.
- Knowledge of UK procurement legislation, including PCR 2015 and the Procurement Act 2023.
- Excellent stakeholder management, communication, and influencing skills.
- Strong analytical, problem-solving, and report-writing abilities.
- Proficient in Microsoft Excel, Word, and Outlook.
- Experience using e-tendering and contract management systems.

- CIPS Level 4 qualification or equivalent professional experience.
