To lead the delivery of new affordable homes on council‑owned land through partnership and alternative delivery models, securing high‑quality, well‑designed and energy‑efficient homes while maximising value for money and safeguarding the Council’s interests.
Key responsibilities:
- Lead the delivery of new housing supply through development partnerships, joint ventures and alternative delivery models.
- Manage relationships with developers, housing associations and other partners to ensure the delivery of high‑quality, genuinely affordable homes.
- Lead the preparation and negotiation of development agreements and land transfers, ensuring robust governance and protection of the Council’s interests.
- Undertake and oversee site appraisals, financial and viability modelling to maximise value and deliverability.
- Secure external funding and manage grant applications, including liaison with the GLA and monitoring through the OPS system.
- Work collaboratively across council services to identify and unlock land, buildings and assets for affordable housing delivery.
- Commission and manage external consultants and professional advisers in line with procurement and financial regulations.
- Monitor delivery performance, manage budgets, and maintain a pipeline of development opportunities.
- Provide line management to the Funding, Viability and Partnerships Co‑ordinator and deputise for the Head of Development and Partnerships as required.
Skills and experience:
- Significant experience delivering residential or affordable housing development, preferably within a local authority or public sector context.
- Strong commercial, financial and viability appraisal skills with experience managing complex budgets and funding.
- Proven ability to negotiate and manage development partnerships and contracts.
- Excellent stakeholder management and communication skills, including engagement with senior officers, elected members and external partners.
