An excellent opportunity has arisen for an experienced Building Control professional to join a progressive Local Authority as Deputy Head of Building Control (Class 3 Specialist). This is a senior leadership role responsible for supporting the strategic and operational delivery of Building Control services across the borough. The successful candidate will act as a Registered Building Inspector (Class 3 Specialist), providing expert technical leadership across complex, higher-risk and major development projects while ensuring statutory compliance, public safety and service excellence.

You will support the Head of Building Control, lead high-performing teams and contribute to the Council’s wider planning, regeneration and housing growth agenda.

Key Responsibilities
  • Leadership & Service Management
    • Support the Head of Building Control in the management and delivery of Building Control services.
    • Drive service performance, operational excellence and continuous improvement initiatives.
    • Contribute to service planning, policy development and transformation programmes.
    • Deputise for the Head of Building Control where required, including senior meetings and committees.
    • Lead, mentor and develop Building Control teams, promoting professional growth and accountability.
  • Technical & Regulatory Expertise
    • Act as the lead specialist on complex and higher-risk buildings under the Building Safety Act framework.
    • Oversee compliance with the Building Act, Building Regulations, fire safety legislation and associated statutory requirements.
    • Assess and determine applications involving major residential, commercial, mixed-use and specialist developments.
    • Provide expert advice on structural safety, dangerous structures, accessibility, sustainability and fire safety matters.
    • Lead investigations relating to dangerous structures, unauthorised works and enforcement activity.
  • Local Authority & Stakeholder Engagement
    • Work collaboratively with Planning, Housing, Regeneration, Environmental Health, Legal and Highways teams.
    • Provide specialist advice to senior officers, elected members, committees and external stakeholders.
    • Represent the authority at regulatory forums, tribunals, legal proceedings and partnership meetings.
    • Support borough-wide planning, regeneration and development objectives.
  • Operational & Financial Management
    • Support budget oversight, resource planning and service performance management.
    • Monitor workloads, KPIs and operational delivery.
    • Contribute to procurement, contractor management and digital transformation initiatives.
    • Ensure effective governance, audit compliance and risk management.
About You

To be successful, you will have:

  • Degree qualification in Building Surveying, Building Control, Construction Management, Civil / Structural Engineering or a related discipline.
  • Registered Building Inspector (RBI) – Class 3 Specialist status.
  • Significant experience within Building Control, ideally within a Local Authority environment.
  • Strong technical expertise across complex / higher-risk buildings, Building Regulations and building safety legislation.
  • Proven leadership experience managing teams within a regulated environment.
  • Membership of a recognised professional body such as CABE, RICS, CIOB or ICE.
  • Demonstrable commitment to Continuing Professional Development (CPD).

Desirable

  • Chartered status (CABE, RICS, CIOB or equivalent).
  • Leadership or management qualification.
  • Experience of digital Building Control systems and service modernisation.
  • London Borough or metropolitan local authority experience.
  • Knowledge of sustainability, retrofit and modern methods of construction.
