Role Purpose

To manage and oversee a range of high-value housing contracts and programmes within Oldham Council’s Housing Revenue Account (HRA), ensuring strong financial control, legal compliance, and high-quality service delivery. The role also leads on housing governance, strategic housing programmes, and major council housing initiatives including long-term PFI contracts and the Warm Homes scheme.

Key Responsibilities

  • Manage and monitor two long-term PFI housing contracts, ensuring performance against KPIs, contractual obligations, and value for money.
  • Oversee HRA budgets, revenue, and capital programmes, including financial monitoring, forecasting, and reporting to senior boards.
  • Ensure full statutory and regulatory compliance across the Council’s housing stock, including building safety, leasehold, Right to Buy, and service charge functions.
  • Scrutinise and approve high-value contract payments and variations, ensuring robust governance and audit compliance.
  • Lead on procurement of housing-related services, including contractors, consultants, and Registered Providers.
  • Manage the delivery of the Warm Homes programme, ensuring delivery against grant conditions, KPIs, and fuel poverty objectives.
  • Support the development and delivery of housing strategy, regeneration, and strategic housing policy.
  • Prepare and present reports to the HRA Board, Cabinet, and senior stakeholders, supporting governance and decision-making.
  • Identify, manage, and mitigate operational and financial risks across housing services.
  • Oversee complaints handling and service performance for council tenants.
  • Line manage a small team of housing professionals, supporting performance, development, and delivery.
