To act as the Council’s lead technical officer for asbestos management across all corporate buildings, schools, and third-party premises. The postholder will ensure asbestos compliance is maintained in line with statutory requirements, including HSE legislation and approved codes of practice, through effective surveying, risk assessment, contract management, and coordination of remedial works. The role includes providing expert asbestos advice, managing survey programmes, maintaining asbestos asset information systems, and overseeing asbestos-related projects and contractors.

Key Responsibilities

  • Asbestos Management & Technical Expertise
    • Act as the Council’s lead asbestos specialist and provide expert technical advice to building managers, schools, contractors, and internal departments.
    • Ensure asbestos management surveys, re-inspections, and refurbishment/demolition surveys are undertaken across all relevant properties.
    • Review and interpret asbestos survey reports and ensure findings are accurately communicated and actioned.
    • Produce and update asbestos management plans and risk assessments in collaboration with duty holders.
    • Carry out asbestos risk assessments for refurbishment and capital works programmes.
  • Contract & Project Management
    • Procure and manage asbestos consultancy, surveying, and removal contracts.
    • Develop specifications, scopes of work, and schedules of rates for asbestos-related services.
    • Oversee asbestos remedial and removal works from specification through to completion.
    • Evaluate contractor plans of work, risk assessments, and method statements.
    • Chair contract meetings, including progress reviews and performance monitoring.
    • Ensure works are delivered safely, on time, and within budget.
  • Compliance & Asset Information Management
    • Maintain and develop asbestos asset registers for all Council premises.
    • Ensure asbestos-related data, reports, and documentation are accurately stored within electronic systems.
    • Develop and manage systems for asbestos risk tracking, reporting, and compliance monitoring.
    • Carry out quality assurance checks on survey data and contractor outputs.
    • Ensure all asbestos documentation is compliant with legal and organisational standards.
  • Financial & Resource Management
    • Manage asbestos-related budgets, invoices, quotations, and recharges in line with Council financial procedures.
    • Support procurement processes and tender evaluations.
    • Monitor contractor performance against cost, quality, and compliance requirements.
    • Ensure value for money in all asbestos-related works and services.
  • Stakeholder Engagement & Communication
    • Provide technical asbestos advice and training to staff, schools, and building managers.
    • Communicate asbestos risks and required actions clearly to non-technical stakeholders.
    • Attend and contribute to site meetings, project meetings, and stakeholder briefings.
    • Build and maintain effective working relationships with contractors, consultants, and statutory bodies.
  • Health, Safety & Incident Management
    • Respond to asbestos-related incidents and support emergency procedures where required.
    • Carry out investigations into asbestos-related health and safety concerns.
    • Ensure all work is carried out in accordance with health and safety legislation and Council procedures.
    • Promote safe systems of work across all asbestos-related activities.
  • General Duties
    • Keep up to date with asbestos legislation, HSE guidance, and industry best practice.
    • Support continuous improvement of asbestos management systems and procedures.
    • Deputise for senior management when required.
    • Undertake professional development as part of an agreed training plan.

Key Requirements

  • Qualifications
    • HNC/HND or degree in a relevant discipline.
    • BOHS asbestos qualifications (or equivalent), including:
    • P402 – Surveying and Sampling.
    • P405 – Management of Asbestos.
    • P406 – Supervision of Asbestos Removal (desirable).
  • Experience
    • Experience in asbestos surveying and asbestos management within public or commercial buildings.
    • Experience managing asbestos-related contracts and contractors.
    • Experience interpreting technical asbestos reports and developing risk assessments.
    • Experience with asbestos management systems and databases.
    • Experience working within a compliance or facilities management environment.
  • Skills & Knowledge
    • Strong knowledge of asbestos legislation, HSE guidance, and ACOPs.
    • Understanding of construction practices and building maintenance works.
    • Ability to manage multiple projects and priorities across a large estate.
    • Strong communication skills for technical and non-technical audiences.
    • Competent in Microsoft Office and data management systems.
    • Understanding of procurement, financial processes, and contract management.
  • Other Requirements
    • Full UK driving licence and access to a vehicle.
    • Ability to travel across multiple sites within the borough.
    • Flexibility to respond to emergencies and attend out-of-hours meetings when required.
