Overview
- To undertake a wide range of front line enforcement patrol duties in relation to Community Protection, Anti-Social Behaviour, Licensing (Premises, Alcohol and Highways), Environmental Crime including Noise Abatement, Environmental Enforcement (Illegal Rubbish Dumping, Graffiti, Flyposting, Pollution, Littering, etc.) as well as other wider enforcement duties as required – including enforcement of any Dog Control Orders or Public Space Protection Orders in effect.
- To support local policing resources and other partner agencies by providing an element of public protection as well as protection of space and place by being both customer focused and interventionist in approach – by challenging or disrupting unwanted behaviour within the borough, causing the cessation of undesirable activities or moving persons on. This will also include seizure and destruction of alcohol or other substances and/or switching off or confiscation of audio systems.
- To provide a highly visible uniformed presence across the borough and be deployed in a targeted manner to understand and address localised problems in identified problem areas or ‘hotspots’.
- To drive down the amount of litter and dumped waste on Brent’s streets and private land by carrying out waste enforcement activities using the relevant provisions of all appropriate and available legislation. To acquire London Metropolitan Police Community Safety (CSAS) Accreditation and operate within the powers of the scheme.
Principal Accountabilities and Responsibilities
- To be directed by a work programme on all relevant enforcement activity, providing advice and assistance to members of the public regarding their obligations under relevant legislation, and taking enforcement action in accordance with council policies and procedures for breaches of legislation – including but not limited to the disruption of anti-social behaviour, confiscation of alcohol or other substances, turning down / switching off/ confiscation of audio systems, issuing of formal notices, fixed penalties, cautions and conducting any other prosecution actions as relevant.
- To provide a visible and reassuring uniformed officer presence, patrolling public spaces and taking enforcement action as appropriate to address antisocial behaviour issues and environmental crime as required. This will include;
- a) Undertaking targeted patrols in all open areas including streets, parks, recreation areas, cemeteries and areas covered by Dog Control Orders and/or Public Space Protection Orders;
- b) Contributing to ad hoc Police and Community Safety events and initiatives as required.
- c) Contributing to ad hoc highways, licensing, noise and other enforcement acts as directed from time to time.
- d) Conducting targeted enforcement activities in known hotspots as directed.
- To make a positive contribution to the delivery of the service, working flexibly and positively to achieve the objectives of the council.
- To carry out regular uniformed patrols, on foot, by bicycle or in motor vehicles as required.
- To patrol the borough in accordance with any enforcement rota or schedule and/or any specific directives in effect at that time, serving fixed penalty notices relating to a variety of low-level offences including littering, dog fouling, graffiti, abandoned cars, nuisance parking, etc.
- To act as a professional witness and appear in court and at inquiries as may be required.
- To maintain records in an effective and professional manner so as to comply with the Police and Criminal Evidence Act, adequately supporting successful legal proceedings; allowing completion of statistical returns, etc.
- To encourage residents to take responsibility for reporting anti-social behaviour and/or environmental crime and to ensure, whenever possible, action is taken when such matters are reported.
- To work to an agreed rota and to work additional hours as agreed with your line manager and in accordance with the Councils policy.
- To support other council services by providing stewarding and/or other services at community/ public events as required.
- To operate hand-held electronic notice processing equipment.
- To maintain a notebook of patrol routes, daily conditions and additional circumstances in relation to FPN issues not otherwise recorded on the electronic equipment.
- To attend specific events or incidents, as directed by the Senior Neighbourhood Patrol Officer.
- To compile written reports for court as necessary and to attend CCTV viewings and/or court hearings as and when required to verify any evidence submitted.
- To assist the public generally by providing advice on environmental crime or antisocial behaviour matters, to build and maintain a friendly, approachable and professional presence within the local communities and businesses.
- To undertake other ad-hoc duties associated with enforcement teams as required. These may include participating in covert operations as directed and attending evening community meetings providing a contact point to the local community and businesses, whilst promoting the council’s vision of a cleaner and more pleasant environment.
- To be a constructive member of the wider Neighbourhood Management Service, working with other members of the team on projects, sharing ideas and information.
- To operate in accordance with the council’s policy that safeguarding is everyone’s responsibility and all employees are required to act in such a way that at all times safeguards the health and well-being of children and vulnerable adults.
- To carry out duties with due regard to the council’s customer care, equal opportunities, information governance, data protection and health and safety policies and procedures.
- To comply with the council’s Employee Code of Conduct.
- To undertake any other duties commensurate with the general level of responsibility of this post.
Knowledge
- 1. Knowledge of relevant legislative controls and enforcement tools and their legal basis; together with their proper practical implementation
- 2. Knowledge and understanding of regulatory processes, including court procedures
- 3. Knowledge of relevant legislation – including understanding the Police and Criminal Evidence Act 1984, and how to apply legislation
- 4. Knowledge of customer care principles
- 5. Basic knowledge of health and safety principles
- 6. Knowledge of the principles of risk assessment and control, and its proper practical implementation
- 7. IT literate, in particular in using handheld computers/digital cameras/body-worn cameras
Experience
- 1. Experience in an enforcement role
- 2. Experience of the detection and reporting of offences
- 3. Experience on court procedures – including attending court as a witness and giving evidence
- 4. Experience in dealing with the public – particularly in sensitive situations
- 5. Previous experience in dealing with conflict
Skills and abilities
