Summary
This role manages all legislative, regulatory and conformity requirements across the HVAC, renewables, heating, cooling, controls and related product portfolio, ensuring products remain compliant, market-ready, commercially viable and supported by robust technical evidence throughout their lifecycle, while also providing forward-looking regulatory insight to guide long-term product strategy, sustainability commitments and market-access planning.
Role Responsibilities
- Monitor, interpret, and communicate applicable legislation, standards, and conformity requirements, ensuring regulatory changes are translated into clear product actions and business requirements.
- Manage product conformity activities including UKCA, CE, Declarations of Conformity, technical files, certification routes, test evidence, approval documentation, and product labelling.
- Support product roadmaps, new product introductions, product modifications, phase-outs, and portfolio transitions through regulatory impact assessment and lifecycle governance.
- Coordinate cross-functional activity with product management, engineering, quality, service, sales, marketing, procurement, suppliers, certification bodies, and senior stakeholders to maintain compliant and competitive product portfolios.
- Identify, assess, and escalate regulatory, technical, environmental, safety, and commercial risks arising from legislation changes, supplier changes, product changes, and market policy developments.
- Maintain accurate compliance evidence, certification status records, technical documentation, decision records, audit trails, and product lifecycle governance information.
- Provide regulatory and conformity guidance to internal teams and external partners on product eligibility, market-entry requirements, compliance constraints, customer queries, and technical positioning.
- Represent Carrier in external regulatory forums, industry associations, notified bodies, and policy consultations to ensure early visibility of regulatory change and influence future standards.
- Conduct structured horizon scanning to forecast regulatory impacts, refrigerant transitions, efficiency uplifts, and policy changes affecting future product strategy.
- Deliver internal compliance training, guidance documents, and knowledge-transfer sessions to sales, service, engineering, and product teams.
- Review and approve compliance-related marketing claims, technical brochures, and customer-facing documentation to ensure accuracy and legal conformity.
- Manage digital compliance systems, Product Lifecycle Management (PLM) records, and technical file repositories to ensure audit readiness and lifecycle traceability.
- Support sustainability evidence generation including Environmental Product Declarations (EPDs), Life Cycle Assessments (LCAs), embodied-carbon reporting, and environmental compliance documentation.
Regulatory and Product Scope
The role covers regulation as a product and market-access framework, connecting compliance obligations to product design, certification evidence, lifecycle risk, environmental responsibility, and portfolio strategy.
- Market access: UKCA, CE marking, Declarations of Conformity, technical files, testing evidence, product labelling, and certification routes.
- Product design: Ecodesign, energy labelling, efficiency metrics, refrigerant choice, controls, integration requirements, and safety-related design constraints.
- Safety compliance: Gas, pressure equipment, electrical safety, EMC, radio equipment, machinery, installation, and risk-assessment requirements.
- Environmental lifecycle: F-Gas, RoHS, refrigerant management, hazardous substances, embodied carbon, EPDs, and sustainability evidence.
- Policy transition: Building Regulations, Future Homes Standard, Clean Heat Market Mechanism, decarbonisation policy, and boiler-to-heat-pump transition planning.
Preferred Qualifications
- Experience in product management, technical compliance, legislation, regulation, certification, or conformity within HVAC, renewables, heat pumps, boilers, cooling, heating, controls, or related commercial systems.
- Strong working knowledge of UK and EU product legislation, conformity assessment processes, certification evidence, technical files, and product approval requirements.
- Ability to interpret legislation, standards, and regulatory guidance and convert them into product specifications, risk assessments, launch requirements, decision records, and lifecycle actions.
- Commercial awareness with the ability to balance compliance obligations, profitability, customer expectations, portfolio strategy, and market timing.
- Experience engaging with external regulatory bodies, notified bodies, test laboratories, and certification agencies.
- Experience delivering internal compliance training or supporting organisational capability development.
- Familiarity with digital compliance tools, Product Lifecycle Management systems (PLM) systems, and structured technical documentation management.

Working Conditions
The role may require travel within the UK to support product, supplier, customer, training, certification, or internal business activities. A full clean UK driving licence is required. Occasional travel to external regulatory bodies, notified bodies, test labs, and industry working groups may be required.
Pay Range
The annual salary for this position is between £42,000.00-£84,000.00 annually. Factors which may affect pay within this range include, but are not limited to, skills, education, experience, and other unique qualifications of the successful candidate.
Other Compensation
This position may be entitled to short-term cash incentives, subject to plan requirements.
