The Product Manager – Legislation is responsible for monitoring, interpreting, and translating UK and European regulatory requirements into actionable insights that support Carrier’s Residential & Light Commercial (RLC) portfolio strategy. This role ensures Carrier remains fully compliant and ahead of evolving legislation across heating, cooling, ventilation, and energy management markets, including low-carbon technologies and renewable solutions. The role acts as a subject matter expert on regulatory frameworks impacting fossil fuel boilers, heat pumps, VRF systems, ventilation, refrigerants, and energy efficiency standards, providing guidance to product, engineering, and commercial teams.
Role Responsibilities
- Monitor, analyse, and interpret UK and European legislation impacting HVAC, heating, ventilation, cooling, and renewable energy products.
- Provide expert insight into regulatory developments including:
- Future Homes Standard and low-carbon heating requirements
- Clean Heat Market Mechanism (CHMM)
- Boiler Upgrade Scheme (BUS) and associated grant funding frameworks
- Ecodesign and Energy Labelling regulations
- Refrigerant regulations (F-Gas and related updates)
- Track and assess compliance requirements across key standards and frameworks, including:
- BRE / BREEAM
- PCDB
- CIBSE embodied carbon methodologies
- COSHH and RoHS
- EMC and acoustic compliance standards
- Translate regulatory requirements into product, portfolio, and roadmap implications in collaboration with Product Management, Engineering, and Commercial teams.
- Support product compliance strategy across boilers, heat pumps, DX systems, VRF, air conditioning, and ventilation with heat recovery systems.
- Monitor and assess government policy, funding schemes, and incentives impacting low-carbon heating adoption.
- Provide guidance on certification requirements, market directives, and compliance pathways for new and existing products.
- Attend and actively participate in trade association meetings, industry forums, and regulatory working groups.
- Produce market intelligence reports and regulatory updates for internal stakeholders.
- Support cross-functional teams in ensuring products meet current and future regulatory requirements across all relevant markets.
- Contribute to strategic planning by identifying risks and opportunities arising from legislative change.
- Maintain up-to-date knowledge of competitor positioning in relation to regulatory compliance and sustainability initiatives.
Minimum Requirements
- University degree or equivalent experience in engineering, environmental science, energy, or related technical field.
- Strong understanding of UK HVAC, heating, renewable energy, or building services sectors.
- Experience working with or interpreting technical regulations, compliance frameworks, or energy legislation.
- Ability to analyse complex regulatory documents and translate them into business and product implications.
- Strong communication skills with the ability to influence technical and commercial stakeholders.
- Experience working in a cross-functional environment within a manufacturing or engineering organisation.
- Strong analytical, research, and reporting skills.
Preferred Qualifications
- Experience within HVAC, heat pumps, boilers, or renewable heating industries.
- Knowledge of UK government energy policy and decarbonisation strategy.
- Familiarity with product compliance, certification processes, and regulatory approvals.
- Experience engaging with trade associations or industry working groups (e.g., CIBSE, BESA, Heat Pump Association).
- Understanding of product lifecycle management and product roadmap development.
