Acting as the singular authority over all mobile assets, the Fleet and Plant Manager will direct the procurement, maintenance, compliance, and deployment of Carmichael and Baxter’s extensive fleet of commercial vehicles and heavy plant machinery. This autonomous role requires balancing the rapid mobilisation of excavators with the strict regulatory compliance required of an O‑Licence holder, ensuring seamless logistical support for multi‑million‑pound civil engineering and turnkey industrial service projects.

Core Responsibilities

  • Asset Lifecycle Management: Direct the procurement, deployment, and disposal of all company vehicles and heavy plant machinery, optimising the balance between capital expenditure (purchase) and operational expenditure (hire).
  • Regulatory Compliance: Serve as the designated Transport Manager, ensuring absolute adherence to the O‑Licence, DVSA standards, driver hours regulations, and HSE machinery guidelines.
  • Telematics and Optimisation: Oversee the implementation and daily management of fleet software, utilising data analytics to aggressively reduce fuel consumption, monitor driver behaviour, and institute predictive maintenance schedules.
  • Strategic Decarbonisation: Lead the company’s transition toward net‑zero emissions, managing applications for government EV grants and ensuring compliance with all urban Clean Air Zones.
  • Personnel Leadership: Train, and discipline a diverse workforce of commercial drivers and heavy plant operators, fostering a culture of uncompromising safety and operational excellence by working in tandem with our Health and Safety manager on training the workforce in these areas.
  • Sister Company Synergy: Coordinate specialised logistics, including the deployment of ADR‑compliant vehicles for hazardous materials, supporting Industrial Services’ fuel equipment installations.
  • Financial Control: Manage the comprehensive fleet and plant budget, negotiating robust SLAs with external suppliers, hire companies, and maintenance facilities to minimise downtime and maximise profitability.

Required Qualifications and Competencies

  • Mandatory: Valid Certificate of Professional Competence (CPC) in Road Haulage (CILT or equivalent).
  • Experience: Minimum 3‑5 years of demonstrable management experience within the civil engineering, groundworks, or heavy plant hire sectors.
  • Technical Knowledge: Deep understanding of heavy machinery mechanics (specifically excavators, earthmovers, and drainage equipment) and commercial HGV/LCV maintenance.
  • Digital Literacy: Implementation of Tier‑1 fleet telematics platform (e.g., Geotab, Samsara, Teletrac Navman) for leveraging data for operational ROI.
  • Advantageous: Familiarity with FORS accreditation processes, DVSA Earned Recognition, ADR hazardous materials regulations, and Scottish Building Standards Compliance Plan protocols.
