LAUKOA is seeking an experienced Scientific Data Analyst Surveillance to support the Defense Health Agency's Psychological Health Center of Excellence PHCo E located in Silver Spring MD.
This position provides analytical expertise supporting behavioral health surveillance data management, statistical reporting and decision support activities that inform psychological health programs across the Military Health System.
The successful candidate will analyze complex healthcare and behavioral health datasets, identify trends affecting Service Member health and readiness, develop data visualizations and reports, and support evidence informed decision making through advanced analytical techniques.
This role works closely with Government stakeholders, researchers, epidemiologists, statisticians and behavioral health professionals to transform data into actionable intelligence.
Essential Job Functions
- Analyze large behavioral health, healthcare and surveillance datasets to identify trends, patterns and emerging issues affecting military populations
- Support psychological health surveillance initiatives through data collection, validation, analysis and interpretation
- Develop dashboards, data visualizations, executive reports and briefing materials that communicate analytical findings to Government leadership
- Perform data quality assessments and ensure the integrity, accuracy and completeness of analytical products
- Support development and maintenance of surveillance metrics, performance indicators and reporting methodologies
- Collaborate with researchers, statisticians, epidemiologists, clinicians and Government stakeholders to support ongoing behavioral health research and surveillance initiatives
- Analyze healthcare utilization, behavioral health outcomes and population health data to support strategic planning and policy development
- Develop reproducible analytical workflows using appropriate statistical and data management software
- Prepare technical documentation, analytical reports, presentations and data summaries supporting contract deliverables
- Assist in integrating data from multiple healthcare and research sources to support comprehensive surveillance efforts
- Identify opportunities to improve data collection, reporting processes and analytical methodologies
- Ensure analytical products comply with scientific standards, privacy requirements and Government data management policies
- Support special studies, rapid response analyses and emerging behavioral health initiatives as requested
- Necessary Skills and Knowledge
- Capability to independently conduct queries of large military health administrative data to create analyzable data sets supporting surveillance and epidemiological studies
- Capability to rapidly develop and execute analytic plans addressing specific to produce actionable responses to operational requests for information around mental health utilization, mental health care cost, mental health prevalence and other topics related to mental health across the MHS enterprise
- Capability to evaluate incoming analytic tasking requirements and advise the government on appropriate analytic approaches
- Capability to produce technical artifacts e. g. reports, tools, briefings, presentations and manuscripts consistent with the KSAs described here and with the broader PHCo E mission set
- Minimum Qualifications
- Masters Degree
- Minimum of 10 years experience required
- At least 13 years of full time work experience analyzing large administrative healthcare data
- At least 3 years of full time experience accessing, navigating and conducting analyses within the MHS Information Platform (MIP) or its predecessor systems
- US Citizenship
- Ability to obtain and maintain a Public Trust background investigation and Common Access Card (CAC)
- Occasional travel may be required in support of contract performance
- Preferred Qualifications
- Preference may be given to candidates with experience supporting Defense Health Agency (DHA) Psychological Health Center of Excellence (PHCo E), Military Health System (MHS), Department of Defense (Do D), Department of Veterans Affairs (VA), National Institutes of Health (NIH), Centers for Disease Control and Prevention (CDC), Department of Health and Human Services (HHS).
- Experience supporting behavioral health surveillance or healthcare analytics.
- Experience working with military healthcare or population health datasets.
- Experience developing executive dashboards and business intelligence products.
- Knowledge of healthcare data standards, data warehouses and clinical information systems.
- Experience supporting federally funded healthcare research programs.
- Experience applying predictive analytics, machine learning or advanced analytical methodologies to healthcare data.
- Experience presenting analytical findings to senior leadership.
