Wrightington, Wigan and Leigh Teaching Hospitals NHS Foundation Trust is recruiting an Estates Officer (Building Design & Project Management) (Band 7) in its Capital Planning Department. Location: Wrightington, Wigan and Leigh Teaching Hospitals NHS Foundation Trust.
Responsibilities:
- Design (computer aided design), specification, post contract control and project management of capital schemes undertaken by the Estates & Facilities Division across all Trust sites.
- Site quality control of all building and construction work on multiple and large capital projects throughout the Trust.
- Ensure all schemes managed comply fully with all guidance and Statutory Standards including CDM Regulations.
- Assist the Head of Capital & Property Services in a range of estate management duties.
- Provide essential building design and advice for all capital projects, new builds and refurbishment projects.
- Assist the Head of Capital & Property Services with the production and maintenance of adequate estate records, especially fire survey and statutory estate condition records.
- Support the delivery of the Trust's capital programme to ensure quality facilities, delivered within budget and current financial constraints.
- Support delivery of capital projects from feasibility through to timely completion, and within budget, working alongside all project stakeholders.
- Ensure all capital projects are completed to high standards using sustainable practices while achieving value for money.
- Provide expert advice on project aspects affecting the Trust’s ability to meet clinical needs, ensuring time, cost and quality standards are met.
- Work with the wider Estates team to ensure projects are delivered compliant with legislation and best practice, using specialist advice and design consultants.
- Support the development of policies and strategies for the implementation of capital projects to improve the built environment for patients, staff and visitors.
- Support the management and control of financial expenditure of programmes and projects, ensuring regular reports are available to the Head of Capital & Property Services.
- Support planning and building control application processes for capital development works.
- Procure consultants, contractors and services necessary to deliver capital projects in accordance with the Trust’s Standing Orders and Standing Financial Instructions.
- Contribute to risk management processes and maintain a comprehensive project risk register.
- Manage highly complex information and analyse data to generate a range of options, contributing to the delivery of an affordable and deliverable capital programme.
- Develop good working relationships with a wide range of groups and individuals within and outside the organisation, including clinicians, senior managers, patients, voluntary organisations and community stakeholders.
- Lead working groups and external advisors in the preparation of output specifications, operational policies and design briefs.
- Chair and facilitate capital technical meetings, ensuring technical advisers develop appropriate and affordable designs and capital costs in line with scheme constraints, procurement processes and competing demands.
- Support the development of a Post Project Evaluation strategy to review capital projects and ensure continuous quality improvements in the built environment.
