  • Participate in the delivery of delegated capital projects within the UHBs Estate Development, in accordance with NHS guidelines.
  • Provide effective project management to ensure that schemes are delivered to the required specification within the agreed cost and time limits.
  • Ensure compliance with all national and local requirements, regulations, policies and guidance (for example NHS Wales Infrastructure Investment Guidance, BCUHB Procedure Manual for Managing Capital Projects, health and safety at work legislation, relevant guidance in respect of the design of hospital buildings, local, statutory and supply authority by-law).
  • Responsible for formulating the project brief, deciding on the extent of the project team, and selecting, vetting, and appointing where appropriate, and briefing professional Construction Consultant Practices as directed.
  • Together with project monitoring and inspection of fee accounts in accordance with the terms of agreement and the UHBs procedure manual, Standing Orders (S.O.s) and Standing Financial Instructions (S.F.I.s).
  • Project lead and chair meetings in relation to projects, e.g. Project Progress meetings with contractors and hired consultants, and Commissioning Team meetings with users.
  • Liaise with Users to obtain project briefs and provide technical support, together with the preparation of costed option appraisals to support Business Cases for Capital Investment, and formulation of technical room data sheets for User approval.
  • Contribute to the preparation of business cases to support the Estate Strategy, in accordance with national and local guidance.
  • Liaise with UHB Departments to formulate scheme designs in accordance with national and local policies and guidance.
  • Ensure that all projects are delivered efficiently, within delegated budget, on time and to the required quality standard, and to undertake the management and control of all contractual issues, control financial budgets, issue of payment certificates and agree settlements of claims throughout the duration of the scheme.
