Are you someone who wants to make a difference when it matters most? We’re looking for an experienced and motivated Emergency Planning Officer to help strengthen the resilience of Stoke-on-Trent City Council. You’ll join a small, supportive team and play a key role in developing and reviewing emergency and business continuity plans, running training and exercises, and helping services prepare for and manage disruption.

You’ll work closely with partners across the Local Resilience Forum on planning for severe weather, loss of utilities, major incidents and community recovery. Day to day, you may be drafting guidance, leading workshops, testing plans, supporting colleagues during an incident or giving clear, practical advice to teams and residents. Your work will help ensure essential services continue during challenging situations and give you the chance to learn, grow and make a positive impact.

We’re looking for someone with experience in emergency planning, business continuity or a related field, with a good understanding of the Civil Contingencies Act, national guidance and JESIP principles. You should feel confident writing plans, delivering training, working with partners and staying calm under pressure. Most importantly, you care about helping communities, enjoy working with people and communicate clearly with empathy.

Please explain how you meet the essential criteria in the Person Specification, as applications that do not do so will not be shortlisted. Security clearance will be required.

In return, we offer flexible working, development opportunities, a local government pension and generous annual leave. If you’d like an informal chat about the role, please contact the Emergency Planning Manager.

We are committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and we expect all our employees and volunteers to share this commitment. This position is exempt under the Rehabilitation of Offenders Act 1974 and the successful applicant will be subject to a criminal record check from the Disclosure and Barring Service (DBS).

Please note that if an employee who is currently at risk of redundancy within the organisation applies for this vacancy their application will receive priority. If this happens you will be advised accordingly.

At Stoke-on-Trent City Council, we believe our strength comes from the diversity of our community, and we want our workforce to reflect that. We welcome applications from individuals of all backgrounds and experiences. We understand that some people, especially those from underrepresented or marginalised backgrounds, may hesitate to apply if they don’t meet all the listed requirements. If this role interests you and you think you could be a good fit, we encourage you to apply. We are proud of what makes each of us unique and are committed to creating a workplace where everyone feels included, can be themselves, and can succeed together.
