Do you have experience in local flood risk management, emergency planning and Property Flood Resilience (PFR)? Are you an experienced Project Manager? If so, we are looking for a motivated individual to join our established flood resilience team based at our Warrington office. JBA are appointed PFR surveyors on the Environment Agency Property Flood Resilience2 (PFR2) Framework for the East, North-West, South-East and South-West Integrated Delivery Teams and deliver PFR schemes nationally through other frameworks. JBA are also appointed as the Lead for Training and Exercising under the Environment Agency Emergency Preparedness Framework and are one of Aviva Risk Management Solutions specialist partners for delivering flood risk management.
The successful candidate will work with teams nationally across JBA, supporting the delivery of Property Flood Resilience and wider flood risk projects, and will work closely with leading experts in flood risk and PFR. You will be joining an award-winning environmental and engineering consultancy which puts innovation, sustainability and resilience at the heart of its work. We are independent and staff-owned under a stewardship model which drives long term decision making and investment. We have offices in the UK, Ireland, Romania, India, Singapore and Australia. The role involves the management of projects, leading community engagement and PFR surveys, and contributing to wider flood risk and resilience projects. You will be expected to work on projects across the UK, including occasional travel for site work and working away from home. A valid UK driving licence is required for the role. You will be confident working independently as well as collaboratively within a team, bring experience of problem solving and be able to communicate effectively both in writing and verbally with colleagues, clients and members of the public.
Your responsibilities will include, but not be limited to:
- Liaison with clients including progress meetings
- Effective project management delivering quality outputs to budget and programme
- Supporting and contributing to bid writing, including technical methodology, and cost estimation
- As a PFR Surveyor, undertaking site visits to conduct PFR surveys
- Carrying out detailed property hazard assessments, identifying flood risks and vulnerabilities, and providing clear, practical mitigation options
- Strategy development to inform local, regional and national flood risk management planning across the UK and Ireland
- Where appropriate, involvement in the delivery of training and exercise facilitation
The team member we are looking for will be a proactive, organised individual who combines strong technical expertise with the ability to motivate others, communicate effectively both in writing and verbally with colleagues, clients and members of the public, and who can problem solve. We are seeking a dedicated professional who shows empathy for communities and individuals affected by flooding, and who is committed to making a positive difference. Effective communication skills are essential, as you will work closely with a variety of stakeholders across technical and non‑technical backgrounds.
An Environmental, Geography or physical science related qualification, degree or equivalent is required. Either chartered with a relevant professional body or shows commitment to attaining chartership is expected.

- Experience in environmental or flood risk related projects
- Experience in project management demonstrating the ability to manage projects to budget and programme with appropriate quality assurance processes
- Stakeholder and community engagement skills
- Strong communication skills with clients, members of the public and colleagues

- Time management and organisational skills
- Experience with report writing and quality assurance
A level of experience in an environmental or flood risk related role is required.
Desirable attributes for the role include:
- Experience in or knowledge of Property Flood Resilience (PFR)
- Knowledge of local flood risk management roles and responsibilities
- Contract management and tender preparation
- GIS (ArcGIS, QGIS)
- Knowledge of flood risk policies and strategies
- Experience of developing and delivering training
