Key Responsibilities
- Financial Management & Governance
- Lead on the day-to-day financial management of the practice/PCN, ensuring financial stability and sustainability.
- Maintain live budgets and cashflow forecasts, providing regular updates to the Senior Practice Manager and partners.
- Oversee payroll processes, working closely with the Finance Administrator to ensure accuracy, compliance, and timeliness.
- Manage bank accounts, authorisations, reconciliations, and cashflow monitoring.
- Ensure robust financial controls, policies, and procedures are in place and adhered to.
- Prepare financial reports for the Finance, Risk & Strategy Committee (FRSC), including variance analysis and financial forecasts.
- PCN & Primary Care Contracting
- Lead on PCN ARRS budgeting, workforce funding monitoring, and reconciliation of income and expenditure.
- Ensure full understanding and correct application of Primary Care funding streams, including GMS/PMS/APMS, QOF, PCN DES, and other enhanced services.
- Oversight of PCSE statements for verification of income and expenditure.
- Oversee invoice processing and claims submissions, ensuring timely and accurate claims to NHS commissioners and other bodies.
- Monitor contract income and expenditure, ensuring compliance with contractual requirements and maximising income recovery.
- External Contracts & Stakeholder Management
- Maintain oversight of external contracts, service level agreements, and procurement arrangements.
- Lead on contract reviews and renegotiations where appropriate, ensuring value for money and contractual compliance.
- Act as a key point of contact for external accountants, auditors, and financial advisors.
- Support year-end accounts, audits, and financial returns, working closely with accountants and senior management.
- Business Planning & Development
- Contribute to the development and implementation of new business initiatives and service developments.
- Provide financial modelling and business case development for new services, investments, and growth opportunities.
- Support strategic planning by providing clear financial insight and options to senior leadership.
- Identify opportunities for efficiency savings and improved financial performance.
- Leadership & Collaboration
- Work in close partnership with the Senior Practice Manager and Clinical Lead to ensure transparent communication and shared financial awareness across the leadership team.
- Line manage and support the Finance Administrators, providing guidance, training, and development.
- Contribute to senior management meetings and strategic forums as required.
- Promote a culture of financial accountability and understanding across the wider team.
- Compliance & Risk
- Ensure compliance with NHS financial regulations, policies, and governance requirements.
- Identify financial risks and propose mitigation plans.
- Maintain accurate financial records in line with best practice and regulatory requirements.
