The post holder will be responsible for providing effective Electrical & Engineering Estates Management services to the Birmingham Community Health Care portfolio, ensuring that the Trust operates within all relevant regulatory, advisory, compliance, financial and service delivery frameworks.
They shall co‑ordinate the day‑to‑day planning and delivery of Electrical and Mechanical operational and maintenance functions, primarily but not exclusively for engineering, services, and buildings. This will involve the management of the in‑house maintenance team and specialist contractors or service providers that the department relies upon to provide a maintenance service.
Whilst the primary task will be Electrical work, the post holder must have a flexible approach to a range of mechanical and building maintenance service operations.
Key responsibilities include:
- Provide Electrical expert knowledge on the operation and design of Low Voltage (LV) and High Voltage (HV) installations.
- Provide expert building service knowledge such as Heat Pumps and Solar Power.
- Provide assurance that the Trust is compliant with its statutory and regulatory estates requirements.
- Provide Electrical and Engineering Technical advice to the Trust on Estates related matters covering a range of engineering and building services.
- Develop further the department's existing good practices in Health and Safety, including risk assessment, safe work procedures, staff competencies and Healthcare Technical Memorandum (HTM) compliant permits to work.
- Support the Head of Estates and Estates and Compliance Manager in the strategic planning of the services, identifying resource requirements to ensure that future service needs are met.
- Fulfil the role of HTM authorised person for key services - Electrical Low voltage systems 06‑02, High voltage systems 06‑03 and be fully conversant with HTM 06‑01 Electrical services supply and distribution.
- Collaborate closely with the Authorising Engineers for HV‑LV works to ensure the Trust is compliant with HTM 06‑02 and HTM 06‑3.
- Be familiar with all other Healthcare technical memorandum guidance documents such as medical gases, ventilation, water safety, pressure systems and decontamination services.
