The predicted salary is between 40000 - 47000 £ per year.

Terms:

  • 35 hours per week
  • Salary: £40,000 to £47,000 per annum, depending on knowledge, experience and ability to operate independently, plus 6% employer pension contribution
  • 25 days holiday per year (plus bank holidays and your birthday) increasing with length of service. Buy and sell leave policy and enhanced parental leave and pay.

Responsible to the Head of Operations / Deputy CEO.

The role includes flexible and agile working. However, to support learning alongside colleagues, the postholder will be expected to be office-based at least two days per week for the first three months. Greater flexibility can then be discussed.

Care is a Registered Provider of social housing, providing specialised supported housing to over 500 individuals with support needs. We are a team of 20 based in Rossendale, Lancashire, with properties dispersed across the north of England. To support our strong reputation in this space and our ambitious growth plans, we are recruiting a Regulatory Lead to join the team and help ensure compliance with existing and incoming regulation.

The Regulatory Lead is a specialist post with responsibility for monitoring, interpreting and coordinating compliance with a wide range of statutory, regulatory and governance requirements. Although the post has no direct line management responsibilities, it carries significant organisational risk and requires the postholder to work across operations, assets, development, governance, Board processes and regulatory assurance.

Purpose of the role and main tasks

We are looking for a flexible, professional individual with an eye for detail to lead on regulatory compliance tasks for the Association. The role will involve keeping up to date with legislative and regulatory requirements, reviewing organisational compliance, supporting continuous improvement and providing assurance to the Leadership Team and Board.

The Regulatory Lead will not initially hold any line management responsibilities, nor will they be responsible for health and safety/property compliance. The postholder will be expected to work with a high degree of professional independence, interpreting legislation, regulation and sector guidance; assessing its implications for the Association; coordinating proportionate implementation plans; monitoring delivery; escalating material risks; and producing clear assurance reports. This role has lots of variety and could be a great opportunity for an experienced Governance Officer or Operations Manager to develop expertise.

The Regulatory Lead will be responsible for understanding requirements of and ensuring compliance with:

  • Specialised Supported Housing requirements and exemptions
  • Supported Housing Licenses in line with the Supported Housing (Regulatory Oversight) Act
  • Social Tenant Access to Information Requirements (STAIRs)
  • Renter’s Rights Act
  • Regulator of Social Housing’s Economic and Consumer Standards, including the co-ordination of actions to develop services in these key areas, alongside key colleagues
  • NHF Code of Governance
  • NHF Code of Conduct

Provide support to the Head of Operations/Deputy CEO with reporting on compliance, developing best practice and providing assurance to the Board.

Maintain Assets and Liabilities Register and report on emerging risks/actions.

Co-ordinate Board inductions, appraisals, training and development opportunities.

Provide support and carry out project work relevant to the role as requested by the Head of Operations/Deputy CEO.

Contribute to continuous improvement of the Association through identifying opportunities and actively making recommendations for improvements and efficiencies.

Undertake training and attend events as appropriate to the post and to keep abreast of relevant changes to requirements and best practice across the housing sector.

Ensure effective working relationships with colleagues and Board members. Build positive relationships/partnerships with stakeholders and peers.

Contribute to the maintenance and development of the Association’s values, culture and reputation. Promote the aims, objectives and a positive image of the Association.

Respond to customer and partner enquiries promptly and in line with policies and guidance.

Record key communications with tenants, their representatives and support workers.

Actively participate in own performance review, objective setting and fulfil own agreed personal development and training programme.

Organise own workload.
