We are recruiting an experienced Highways Maintenance Manager to lead a large-scale highways operation delivering cyclical and reactive maintenance services on behalf of a local authority. Based in Sandford and reporting at senior leadership level, you will have full accountability for the safe, efficient, and high-quality delivery of a highways maintenance contract covering winter maintenance, gully cleansing, drainage, carriageway repairs, and 24/7 emergency response. This is a high-impact role suited to a proven highways professional who can maintain exceptional service standards while also driving continuous improvement, commercial growth, and value-for-money delivery.
Key Responsibilities
- Lead and manage the delivery of cyclical and reactive highways maintenance services
- Full accountability for contract performance, safety, quality, and customer outcomes
- Deliver the annual Winter Maintenance Plan
- Manage subcontractors and supply chain partners
- Promote and embed a zero-harm safety culture across all operations
- Drive lean working practices and continuous improvement initiatives
- Build and maintain strong client and stakeholder relationships
- Manage operational budgets, cost control, and financial reporting
- Lead, develop, and manage operational teams, including HR processes
- Ensure compliance with highways, health & safety, and environmental legislation
Skills, Experience & Qualifications
- Degree or equivalent qualification in a relevant discipline
- IOSH qualification
- Proven experience managing reactive highway maintenance operations
- Strong working knowledge of local authority highways contracts
- Experience managing subcontractors and supply chains
- Proven ability to deliver against contractual KPIs
- Financially astute with experience managing operational budgets
- Excellent understanding of statutory highways duties and regulations
- Knowledge of the Highways Act 1980, CDM Regulations, and HSE legislation
- Strong leadership, communication, and stakeholder management skills
