Role Overview We are seeking an experienced and dynamic clinician to join NHS Hampshire and Isle of Wight ICB as a Clinical Lead for Primary Care and Community.

This high‑impact, system‑facing leadership role involves shaping, designing and transforming primary and community care services across the system, improving access, outcomes, patient experience and health equity.

The role supports national and local performance standards and contributes to tackling health inequalities, providing evidence‑based, person‑centred care and supporting integrated delivery models.

Key Responsibilities Provide clinical leadership for primary care at the Place level, contributing to system‑wide priorities.

Lead and support the design and delivery of transformation programmes, including service development, improvement plans and new care models.

Support the development of modern, neighbourhood‑based general practice models aligned with system strategy.

Collaborate with PCNs, practices, providers, local authorities, VCSE partners and other clinical leads to drive integrated care and service change.

Ensure clinical oversight and assurance of primary care services and contracts, meeting national and local performance standards.

Contribute to tackling health inequalities and improving population health through equity programmes and prevention initiatives.

Maintain robust clinical governance, risk management and programme reporting, supporting continuous improvement.

Act as a visible clinical leader, engaging clinicians, stakeholders, and patients to support co‑production.

Oversee primary care contracts (GMS/APMS/PMS) and support the implementation of the Primary Care Strategy with maximum buy‑in from practices and PCNs.

Monitor performance against national plan targets, local targets and key national standards, including NICE guidance relevant to primary care.

Key Qualifications and Experience Practising GP or clinician with demonstrable local credibility and relationships across primary care system partners.

Experience in a clinical lead role with leadership of large, complex work streams.

Knowledge of national policy, service specifications, commissioning and contracting processes.

Experience as a budget holder and management of large complex service budgets and contractual arrangements.

Experience supporting service reviews, audits, research programmes and evidence‑based improvement.

Experience developing information and data monitoring systems to support service delivery.

Key Skills and Attributes Strong analytical and problem‑solving skills with the ability to develop options for service provision.

Excellent communication and interpersonal skills, including negotiation with senior stakeholders and presentation to large, influential groups.

Ability to lead on service procurements and make autonomous decisions on difficult and contentious issues.

Effective prioritisation and time‑management, capable of directing the activities of others under pressure.

Capacity to engage multi‑disciplinary teams across primary care and the wider integrated care system.
