This is a senior clinical leadership role with responsibility for the medical leadership of PHL Groups Out of Hours (OOH) and Integrated Urgent Care (IUC) services across two ICB areas: the Black Country ICB and Staffordshire ICB. The postholder will provide expert clinical leadership to ensure the delivery of safe, effective, and high‑quality services in line with NHS standards, commissioner requirements, and PHL Groups strategic objectives.

The Medical Lead will be the primary clinical point of contact for both ICB commissioners and other key stakeholders, maintaining strong, professional relationships and representing PHL Group with confidence and credibility. The role combines strategic leadership with hands‑on clinical practice and requires a minimum of 4 hours per week of frontline clinical work, including evenings and weekends.

  • Clinical Leadership inclusion on the NHS Performers List (GP)
  • CCT in General Practice
  • MRCGP (or equivalent postgraduate qualification in General Practice)
  • Formal leadership or management qualification (e.g. ILM, MBA, PGCert Medical Leadership, or equivalent)
  • Significant post‑CCT experience as a GP, including experience in urgent or out‑of‑hours care settings
  • Demonstrable experience in a senior clinical leadership or medical management role
  • Experience of working across GP OOH, IUC, or similar urgent care environments
  • Experience managing or overseeing prescribing clinical staff
  • Experience of clinical governance, including incident management, complaints, and audit
  • Experience engaging with NHS commissioners and external stakeholders at a senior level
  • Experience of contract performance management and KPI monitoring in a clinical context
  • Experience working across multiple sites or organisations simultaneously
  • Experience of CQC inspection or regulatory compliance in a clinical setting
