It is a brilliant time to be a part of Moorfields/City Road as we are continuing to deliver world‑class care, preparing to introduce an Electronic Patient Record and building a new hospital.

The Deputy Divisional Manager manages the day‑to‑day operational management of the services based out of City Road and supports the delivery of the organisation's operational and strategic responsibilities.

Their main duties fall under the following themes

The post of Deputy Divisional Manager is a key position within the Divisional Management structure.

They are responsible for the management of a portfolio of selected services within the Division as well as managing Trust‑wide functions/projects, as appropriate.

Divisions are led and managed as autonomous business units and the role of the Deputy Divisional Manager is to provide expert management and operational leadership skills to support this.

Reporting to the Divisional Manager, the Deputy Divisional Manager has a portfolio of responsibilities for ensuring the effective development and operation of the directorate's services.

This portfolio will be flexible in order that the senior experience this role brings can be utilised to support where less experienced managers may require support.

As such, the post requires excellent influencing and negotiation skills as the post holder may not have direct management in some situations when working in a support role.

The post holder will also lead corporate projects as required and will contribute to Trust‑wide initiatives and decision‑making through attendance at senior management meetings and the Trust‑wide Management Meetings as required.

The Deputy Divisional Manager is responsible for the line management of staff for delivery of services including medical, nursing, allied health and administration staff within their portfolio.

The post holder will support the Divisional Manager in providing management and leadership to the directorate that will create an open and participative culture that enables staff to perform at their best.

The individual will be expected to promote a patient‑centred culturally sensitive approach to the delivery of patient care.

Alongside the Divisional Manager and Divisional Director, the post holder will be responsible for the delivery of the directorate's operational and service objectives.

There is a strong performance management element to this post and the emphasis is therefore on delivery.

The post holder will support the Divisional Manager and Divisional Director in leading the development and continuous review of Trust‑wide operational policies and processes reflecting evidence‑based national best practice.

Alongside the Divisional Manager and Divisional Director, the post holder will have overall responsibility for ensuring that optimal patient‑centred care is provided across all services delivered, within available human and financial resources.

A combination of transformational change and robust transactional processes will be required to improve the experience, access and outcome of care provided within Moorfields Eye Hospital NHS Foundation Trust.

This will be achieved by a co‑ordinated programme of performance improvement and organisational development.

Job Dimensions

The Deputy Divisional Manager will provide expert management support to the Divisional Manager in their responsibility for around 650 staff, a budget of £51m and 55% of the Trust's outpatient activity.

Each Division will have earned autonomy to run that Division with authority to commit expenditure, recruit, dismiss or vary the contracts of staff and act in other ways autonomously.

This autonomy is determined by the Trust and set out in standing orders, standing financial instructions and several other policies and procedures.

The post holder will have delegated authority in their role from the Divisional Manager and should always comply with these.

When dealing with professional issues, the Deputy Divisional Manager will be expected to liaise with, and seek advice from, appropriate Trust professional leads, for example the Divisional Manager for management and administrative matters, the Divisional Director for medical matters, the Divisional Head of Nursing for nursing matters, and heads of department for AHP matters.

As a senior leader within the organisation, they will have a key role in the embedding of the Trust's values.

Qualifications

  • Educated to degree level or equivalent knowledge
  • Studying towards or completed a Masters in Management
  • Extensive experience of service management within a complex organisation
  • Experienced line manager who is able to bring people together and build a positive working atmosphere
  • Successfully led on complex change
  • Experience of working on developing service strategies
  • Ability to manage large budgets effectively (including involvement in the full business planning process)
  • Ability to analyse highly complex information to support decision-making in a multi‑disciplinary environment
  • Advanced communication (written reports, presentations and interpersonal verbal)
  • Ability to prioritise tasks effectively in the context of competing demands
  • Skilled in negotiating and influencing to deliver results and build relationships
  • Ability to implement performance management methodology
  • Significant experience in an Acute NHS Trust
  • Leading multi‑professional and cross‑organisational development
  • Working across systems (ICB, S and Networks)
