We are at the beginning of an exciting journey to transform our Medical Workforce team to deliver a proactive and effective customer focussed service to meet the challenges of the future. As the Head of Medical Workforce, you will play a pivotal role in developing our strategy and driving this change whilst providing senior leadership and direction to the Medical Workforce team in line with the Health Board's People & Culture Plan and the overall Shaping our Future Wellbeing Strategy. You will work in partnership with a wide range of internal and external stakeholders and the wider People & Culture team. Job responsibilities:

You will provide leadership to support workforce development solutions supporting the UHB with the development of our clinical model and modernisation of our medical staffing service. To make an immediate impact, knowledge of medical workforce terms and conditions and educational requirements is essential, as well as some experience in interpretation and implementation of the Resident Doctor contract and Specialty Doctor and Consultant Terms and Conditions.

Person Specification:

Qualifications:

  • Essential: Educated to Masters level or equivalent experience. Evidence of continuing professional development (CPD).
  • Desirable: Chartered CIPD membership. Project management qualification, e.g. Prince II or working towards/equivalent experience.

Experience:

  • Essential: Track record of inspiring and managing a team. Significant active operational HR, business partnering or medical staffing experience, with a successful track record of delivering agreed targets. Experience of overseeing and leading on major medical staffing initiatives. Experience of advising on highly complex matters relating to medical staffing. Experience of developing and implementing new HR policies, practices and procedures. Experience delivering a range of workforce development initiatives designed to improve workforce KPIs or staff engagement. Demonstrable experience in developing procedures and systems to enhance medical staffing issues. Proven track record of delivering against targets and priorities. Experience of working with senior managers and directors and managing complex cases pertaining to doctors terms and conditions. Working knowledge of NHS and all Medical & Dental Terms & Conditions of Service. Comprehensive and up to date knowledge of all medical contracts of employment. Knowledge of consultant job planning and understanding of its link to operational service delivery. Excellent knowledge of terms and conditions of service for doctors hours and contractual arrangements, pay supplements, job planning, medical appraisal and revalidation. Knowledge of immigration rules & regulations. Knowledge and appreciation of equality & diversity issues and relevant policies.
  • Desirable: Previous experience in a senior Medical Workforce role. Previous experience of working with Trade Unions. Knowledge and experience of Healthroster, ESR and Allocate e-job plan system utilisation, etc. Experience of implementing a national employment contract.

Skills:

  • Evidence of analytical reasoning and effective decision-making skills. Highly developed communication skills, written and verbal. Strategic thinking and contextual understanding of NHS workforce issues.

Special Knowledge:

  • Extensive specialist knowledge of strategic workforce planning.
