Medical Director – Mental Health and Learning Disabilities

We are seeking a senior clinician with inspiring leadership skills to serve as Medical Director for Mental Health and Learning Disabilities within the Cwm Taf Morgannwg University Health Board's Care Group.

About the Role

You will work closely with senior leadership including the Executive Medical Director, Chief Operating Officer, Service Director, Nurse Director, Psychology Director, and Clinical Directors across a diverse portfolio of services. The role provides strategic and operational leadership to improve quality and performance across clinical activity, financial management, strategy, and business development.

Key Responsibilities

  • Lead the growth of a multidisciplinary medical workforce, driving recruitment and retention aligned with the Welsh Government's Mental Health and Wellbeing Strategy 2025‑2035.
  • Oversee the delivery of integrated transformational service change for all other Cwm Taf Morgannwg and commissioned populations.
  • Implement a 'one CTM' approach, collaborating with Care Groups, specialities, and partners to execute national, regional and local strategies.
  • Manage clinical governance, ensure safe, high‑quality, efficient patient care and maintain service quality and patient experience.
  • Direct financial management and business development within the medical directorate.

Required Qualifications and Experience

  • Current GMC / GDC registration.
  • Higher qualification in general practice or CCT.
  • Evidence of continuing professional development and managerial professional development.
  • Experience leading and developing staff, managing performance and budgets.
  • Experience providing high‑quality services with restricted resources.
  • Experience in clinical governance and implementing change‑management projects.
  • Proven strategic development of a business or service group.

Essential Skills

  • Strong communication skills (written, oral, presentational, and interpersonal).
  • Ability to lead a high‑performing team, communicate effectively with senior members of the UHB, and influence at all levels.
  • IT literacy – proficient with MS Office and standard keyboard skills.
  • Willingness to travel across the Cwm Taf Morgannwg area and Wales, and work flexibly.
  • Ability to speak Welsh at Level 3 (CEFR B2) or above is desirable.
