Role Overview
The role supports the business in driving transformation and delivering value for money in planning, commissioning, and service delivery.
It requires a blend of subject‑matter expertise and technical skills to develop strong commissioning approaches for planned care, ensuring that the Integrated Care Board’s strategic goals are met.
Key Responsibilities
- Develop and support strategic commissioning frameworks across designated portfolio areas.
- Engage with provider collaboratives, NHS Trusts, primary care and the independent sector as appropriate.
- Maintain oversight of lead provider arrangements to ensure delivery against strategic frameworks.
- Apply national policy and local population health intelligence to shape commissioning approaches that reduce health inequalities.
- Work with Midlands ICB clusters to identify and realise joint commissioning opportunities.
- Develop and apply skills in population health management, analytics, contractual and legal matters.
- Deputise for the Associate Director for Planned Care and oversee line‑management arrangements for directorate staff.
- Operate effectively in a flexible, demanding environment while proactively engaging with ICB and system colleagues.
- Work with external consultancies on projects and programmes within NHS directorates.
- Present sensitive, complex, and contentious information to stakeholders in formal settings, managing any resulting conflict.
- Nurture internal and external relationships, maintaining local, regional and national networks.
- Collaborate closely with the Communications and Stakeholder team on public relations and marketing activities.
- Link with managers and members of other functions to address inter‑dependencies and ensure alignment.
- Apply a structured change‑management approach for any change, and oversee project delivery ensuring clear ownership and stakeholder buy‑in.
- Track, manage and deliver agreed benefits, demonstrating value for money for current spend.
- Lead project planning, allocating tasks, identifying risks, issues and dependencies, and making decisions in the best interest of the project.
- Interpret national guidance to inform project management and develop comprehensive transition plans.
- Manage stakeholder relationships, resolve conflicts through facilitation, and ensure projects remain business‑focused.
- Plan and organise events, meetings, and supporting communication tools for timely circulation of agendas, minutes and presentations.
- Support and provide coaching to other project managers when required.
- Ensure projects maintain business focus, clear authority, and active management of risks in alignment with NHS strategic priorities.
Qualifications & Experience
- Experience supporting strategic commissioning frameworks across portfolio areas.
- Knowledge of NHS commissioning processes and national policy, including population health intelligence.
- Previous experience with joint commissioning initiatives across local health networks.
- Strong analytical and contractual/legal expertise relevant to commissioning.
- Budget responsibility experience, including budget setting, monitoring and financial reporting.
- Proven ability to develop and implement performance and governance strategies.
- Experience in project management methodologies such as PRINCE2 or similar.
- Demonstrated capability to manage and motivate teams with clear oversight of performance.
- Excellent stakeholder engagement in diverse, often politically sensitive environments.
- Strong written and verbal communication skills, able to present complex information to senior stakeholders.
- Education at Master’s level or equivalent senior‑level experience in a specialist commissioning or healthcare management area.
- Active membership of a relevant professional body and evidence of ongoing professional development.
