We are seeking a highly motivated, experienced, and detail-oriented Safety Manager to lead our Health & Safety team at Cappagh supporting the Portsmouth Water AMP8 framework. In this key leadership role, you will be responsible for developing, implementing, and managing comprehensive safety strategies to ensure the health, safety, and well-being of all employees.

Key Responsibilities
- Lead the Development and Implementation of Safety Policies – Oversee the creation, review, and continuous improvement of health and safety policies and procedures in compliance with all legal, regulatory, and best practice requirements.
- Strategic Risk Management – Direct the planning and execution of risk assessments. Ensure appropriate risk mitigation strategies and controls are implemented across all operational areas.
- Oversight of Inspections and Audits – Manage and coordinate routine workplace inspections and internal safety audits. Monitor performance, track corrective actions, and ensure issues are resolved in a timely manner.
- Design and Deliver Training Programs – Develop and lead contract-wide health and safety training initiatives. Ensure employees and managers are fully equipped to meet their safety responsibilities.
- Incident Investigation and Reporting – Lead investigations of incidents, accidents, and near misses. Conduct root cause analyses and ensure lessons learned are integrated into practices and shared across departments.
- Compliance and Regulatory Monitoring – Stay abreast of all relevant health and safety legislation, codes of practice, and industry trends. Ensure full contact compliance and support Cappagh in dealings with external regulatory bodies.
- Performance Reporting and Record Keeping – Maintain and oversee accurate documentation of safety records, including risk assessments, training records, audits, inspections, and incident reports. Produce regular reports for both internal stakeholders and Portsmouth Water leadership tiers. Chair regular Safety meetings and develop a collaborative culture with our client.
- Leadership and Team Management – Lead and support the Health & Safety team. Provide mentorship, develop capabilities, and ensure consistent performance and professional standards.
- Advise Senior Management and Stakeholders – Act as the primary advisor to the operations director on all safety matters. Contribute to strategic decision-making and planning from a safety perspective.
- Foster a Proactive Safety Culture – Champion a culture of continuous safety improvement through employee engagement, communication, and recognition of safe behaviours.
Qualifications
- NEBOSH Construction certificate & 5 years demonstratable (minimum) experience within the Groundworks – Water industry, 3 years in a leadership role.
- Award in education and training level 3 (AET) or equivalent training qualification.
- Full Clean driving licence
- EUSR Cat 1&2
- EUSR 3,4 & 5 or equivalent Excavation and support systems.
- National Water Hygiene
- Environmental Qualification IEMA or Equivalent.
- EUSR SHEA Water
- Temporary Works Supervisor
