Contract: Civil Service Learning (Learning Frameworks 2.0)
Location: UK-based, remote – occasional travel
Reports To: Head of Learning Technology
As the Product Owner you will lead the development and delivery of learning technology products under the Learning Frameworks 2.0 contract. This includes managing the roadmap for platforms such as Cornerstone and the wider learning technology ecosystem, ensuring alignment with civil service objectives, and driving user-centred design and integration across systems.
What we're looking for:
- Essential:
- Proven experience as a Product Owner or Product Manager in learning technology or similar settings
- Strong understanding of LMS platforms, data integrations, and user experience design
- Familiarity with agile methodologies, backlog management, and stakeholder engagement
- Confident technical understanding including SSO, automated data feeds, technical integration approaches, security compliance and data management principles
- Knowledge of accessibility standards, GDS guidelines, and public sector compliance
- Background in instructional design or digital learning
In addition, you will also have:
- Excellent communication and facilitation skills across multi-disciplinary teams
What you'll be doing:
- Product Strategy & Ownership:
- Define and own the product vision, roadmap, and backlog for LMS/LXP platform and learning technology ecosystem
- Align product development with strategic goals of the Learning Frameworks 2.0 contract and government skills strategy
- Prioritise features and enhancements based on user needs, stakeholder input, and technical feasibility
- Guide the implementation of the technology solution, focusing on learning platforms and integrations with business systems
- Collaborate with technical teams to validate data flows, booking/payment features, and catalogue management capabilities
- Ensure accessibility, GDS compliance, and learner experience standards are met across all products
- Act as the primary liaison between delivery teams, clients, and suppliers (e.g. Cornerstone) with regard to product management
- Facilitate workshops, demos, and planning sessions to gather requirements and validate product direction
- Provide regular updates to governance boards and contribute to strategic decision-making
- Maintain product documentation including roadmaps, product strategy and demo collateral, guidance and internal product awareness materials
- Support contractual compliance and reporting requirements
- Ensure all product-related standards are adhered to such as accessibility, technical and quality standards, etc.
