The Capabilities Pillar within Capita is the service delivery arm of the organisation, providing a diverse portfolio of expert led services to both internal teams and external clients. As CDM / HSE Manager, you will provide sector-wide leadership, governance and assurance for Health, Safety & Environment (HSE) and Construction Design & Management (CDM) across the Capabilities Pillar. The role will address gaps in ownership, consistency and compliance, strengthen risk management, and support the transition to a centralised, scalable HSE operating model aligned to Capita Public Service governance standards.

Responsibilities

  • Lead the design, implementation and continuous improvement of HSE and CDM frameworks across Capabilities (including Highways, Asset Optimisation, Technology and Facilities Management)
  • Establish clear roles, responsibilities and duty holder arrangements in line with CDM regulations
  • Provide central oversight of HSE risk exposure, prioritising high-risk areas (e.g. Property, Estates and site-based operations)
  • Ensure effective identification, mitigation and escalation of HSE risks
  • Develop and implement a consistent HSE assurance programme across Capabilities
  • Lead audit readiness activity, including evidence collation and responses to internal and external audits
  • Establish consistent MI, dashboards and reporting to provide visibility of HSE performance
  • Monitor leading and lagging indicators, control effectiveness and compliance levels
  • Act as the central interface between operations, Risk, Assurance, Property and delivery teams
  • Build strong relationships across accounts to drive consistent adoption of HSE standards
  • Manage and coordinate the HSE Champion network across Capabilities
  • Drive capability uplift through training, guidance and sharing of best practice
  • Improved HSE compliance and CDM governance maturity across Capabilities
  • Reduced risk exposure and strengthened control effectiveness

About You

  • Proven experience in a Health & Safety and/or CDM role within complex or multi-site environments
  • Professional qualification (e.g. NEBOSH, IOSH or equivalent) APS membership strongly preferred
  • Proven Principal Designer / CDM advisory experience
  • Strong knowledge of UK HSE legislation and CDM Regulations
  • Experience implementing HSE governance frameworks, controls and assurance processes
  • Demonstrable experience managing HSE risk identification, mitigation and escalation
  • Experience supporting or leading audit, compliance and regulatory activity
