About the Job you are considering: Purpose of the Role as a Programme Manager is to lead and manage complex change programmes ensuring delivery on time within scope and budget and in compliance with regulatory requirements and internal policies. This role drives strategic transformation initiatives including platform migration, digital issuance, tokenization, scheme certifications while embedding robust governance, risk management and change adoption across the enterprise.
Hybrid working: The places that you work from day to day will vary according to your role, your needs, and those of the business; it will be a blend of Company offices, client sites, and your home; noting that you will be unable to work at home 100% of the time.
Your Role:
- Programme Delivery: Manage end to end delivery of Issuing Transformation projects ensuring scope timelines budget and quality standards are met.
- Planning Governance: Develop and maintain integrated programme plans, resource models and governance frameworks aligned to strategic objectives.
- Stakeholder Engagement: Communicate effectively with senior management, project teams and external partners, processors, schemes, vendors to ensure alignment and transparency.
- Team Leadership: Manage project teams and vendor resources ensuring capability, capacity and clarity of roles to deliver programme objectives.
- Budget Management: Control programme budgets, track variances and ensure financial discipline.
- Risk & Compliance: Identify, assess and mitigate risks, assumptions, issues and dependencies; ensure adherence to regulatory and internal control frameworks.
- Reporting: Produce accurate timely reports on progress, risks and benefits realization for SteerCo and executive stakeholders.
- Change Adoption: Facilitate training, communications and operating model changes to embed new processes and technology into BAU.

- People Development: If managing a team, define roles, coach talent and contribute to performance and pay decisions; if an individual contributor, act as SME guiding technical direction and mentoring others.
Your Skills:
- You should have experience with 8-12 years in payments issuing transformation programmes including platform migrations and scheme certifications.
- Strong knowledge of card issuing lifecycle, BIN management, tokenization, VTSMDES EMV 3DSSCA fraud disputes personalization fulfilment.
- Proven ability to manage multi-vendor delivery and regulatory compliance.
- Expertise in hybrid delivery Agile stage gate and large-scale change governance.
- Exceptional stakeholder management and influencing skills at senior levels.
