JOB SUMMARY
Reporting to the Director of Technology, the Senior Manager: PMO & Change will be accountable for leading the delivery of complex business and technology change, ensuring initiatives are clearly shaped, well governed and delivered with measurable outcomes. The role will establish the core governance, structure and reporting needed to create consistency and control at the outset, before moving into a predominantly change delivery and transformation leadership role.This is a senior leadership role for someone who can create order where limited formal governance currently exists, then use that structure to drive pace, accountability and successful adoption of change. The post holder will define pragmatic delivery controls, prioritisation approaches, roadmap visibility, risk management and benefits tracking, while remaining directly involved in shaping, mobilising and delivering change across a varied portfolio.
Working closely with senior stakeholders, Technology leaders, Finance, Procurement, Information Security and external partners, the role will translate strategic priorities into practical delivery plans, strengthen decision making, remove barriers and ensure change is embedded effectively. While the role sits within Technology, it will require strong engagement across the organisation and the ability to influence outcomes beyond departmental boundaries, leading a team comprising Project Management, Technical Project Management and Business Analysis capability.
Salary: £105,000 pa (DOE)

MAIN RESPONSIBILITIES
- Establish the core governance, delivery standards and ways of working needed to create transparency, accountability and control across the change portfolio.
- Lead the mobilisation, delivery and adoption of business and technology change initiatives, ensuring activity is aligned to CWG’s strategic objectives and delivers measurable value.
- Develop and maintain clear delivery roadmaps, providing senior stakeholders with visibility of priorities, progress, dependencies, resource constraints, risks and key decisions required.
- Define and embed pragmatic governance across the change lifecycle, including initiation, business case approval, steering groups, stage gates, change control, RAID management, reporting and closure.
- Shape delivery approaches to suit the nature of each initiative, balancing appropriate governance with pace, business engagement, adoption and outcome focus.
- Lead, manage and develop Project Managers, Technical Project Managers and Business Analysts, ensuring the team is focused on delivery, adoption, ownership and continuous improvement.
- Partner with senior stakeholders to understand demand, shape requirements, assess organisational impact and ensure change activity is prioritised against business value, risk and readiness.
- Work closely with Technology leadership to manage capacity, sequence delivery, resolve constraints and provide clear recommendations on resourcing, escalation and investment decisions.
- Provide high quality reporting, dashboards and management information that support effective prioritisation, delivery oversight and decision making by senior business forums.
- Identify, manage and escalate delivery risks, issues, dependencies and organisational impacts, ensuring mitigation plans are owned, tracked and progressed through to completion.
- Work with Finance, Procurement and Technology leaders to ensure budgets, forecasts, purchase commitments and supplier costs are visible, controlled and aligned to approved change activity.
- Manage supplier involvement in change delivery, ensuring third parties are clear on outcomes, milestones, deliverables, quality expectations, commercial commitments and policy requirements.
- Embed benefits tracking, adoption planning and post-implementation review processes to ensure lessons are captured and change realises the intended business outcomes.
- Ensure change is delivered in line with CWG policies, Information Security standards, data protection obligations, cyber security requirements and relevant legislative compliance.
PERSON SPECIFICATION
- Significant experience leading complex business and technology change within a dynamic environment, with a strong track record of delivering outcomes through others.
- Proven ability to establish practical governance, delivery standards, portfolio visibility, prioritisation and assurance processes where formal structures are still developing.
- Strong understanding of change and delivery methodologies, including waterfall, agile and iterative approaches, with the ability to apply the right level of structure for the context.
- Excellent stakeholder management and influencing skills, with the ability to engage senior leaders, challenge constructively, build alignment and bring clarity to complex change decisions.
- Strong commercial and financial awareness, with experience supporting change investment decisions, budgeting, forecasting, supplier engagement, cost control and benefits tracking.
- Experience leading and developing change delivery teams, including Project Managers, Technical Project Managers, Business Analysts or equivalent delivery professionals.
- Ability to translate business strategy into actionable change roadmaps, ensuring activity is prioritised against value, risk, capacity, readiness and organisational impact.
- Highly organised, resilient and outcome focused, with the ability to create structure, accountability and momentum while remaining pragmatic and delivery orientated.
- Confident communicator with excellent written, verbal and presentation skills, able to produce clear executive reporting, concise recommendations and decision-ready management information.
- Strong risk and dependency management mindset, with the ability to identify issues early, escalate appropriately and ensure mitigations are owned and progressed.
- Pragmatic, collaborative and business aligned, with the ability to balance governance, delivery pace, stakeholder engagement and sustainable adoption of change.
- Relevant change, project, programme or portfolio management qualifications such as PRINCE2, MSP, PMP, APM, Agile, Prosci or equivalent experience would be advantageous.
- Demonstrates leadership behaviours aligned to CWG values, including ownership, collaboration, continuous improvement, integrity and a commitment to delivering effective change for the business.
