Our client, a Local Authority in the North of England require an Emergency Management Programme Lead for a 1 month temporary contract starting immediately. This role would suit somebody with previous experience working within local government as a programme lead or similar public sector environment. Key Responsibilities Lead delivery of the Emergency Management Plan, driving progress across governance, planning, training, and operational readiness Support the Corporate Resilience Board and associated governance processes Redesign and enhance the Emergency Management Plan and supporting frameworks Develop corporate policies, KPIs, and assurance mechanisms for resilience Coordinate cross-council collaboration (ICT, Communications, Risk, Estates, Heads of Service) Strengthen major incident response, including command structures, escalation, and emergency centre readiness Embed key roles such as Local Authority Liaison Officers (LALOs) and Duty Manager arrangements Enhance business continuity, lessons learned processes, and community resilience strategies Provide strategic advice and regular progress updates to senior leadership and elected members Essential Experience Extensive experience in emergency planning, resilience, or civil contingencies within local government or a complex organisation Proven ability to deliver fast-paced, multi-disciplinary programmes Strong knowledge of Civil Contingencies Act requirements, Local Resilience Forum (LRF) working, and national standards Experience developing emergency plans, governance frameworks, and training/exercise programmes Skilled in influencing senior stakeholders and working across organisational boundaries Desirable Experience in a Resilience or Programme Lead role Familiarity with multi-agency environments and Resilience Forums If you are interested, please apply with your most UpToDate CV and we will be in touch to discuss suitability.
