Urgent and Emergency Care Programme Manager in Cambridge

Cambridge University Hospitals is recruiting a UEC Programme Manager to lead the development, coordination and delivery of the Trust’s new Urgent & Emergency Care (UEC) Taskforce. This role has been created to provide the dedicated capability needed to accelerate improvements in CUH’s performance against the national 4 hour and 12 hour standards and to support safer, more effective patient flow across the organisation.

In this role, you will take responsibility for managing the full programme of UEC improvement work, ensuring actions are clearly defined, prioritised and delivered across all Divisions involved in urgent and emergency care pathways. You will work closely with operational leads, clinical teams and corporate functions to maintain robust governance, track progress and identify issues early, providing timely solutions or escalation routes as needed. You will also engage with system partners—including ambulance services, 111, community teams and the Integrated Care Board—to ensure CUH’s urgent care work aligns with wider system priorities and benefits from shared intelligence and coordinated action.

Main duties of the job include:

• Leading the delivery, coordination and governance of the UEC Taskforce.
• Driving delivery across a portfolio of interventions to shorten waiting times for patients.
• Providing senior programme leadership across Divisions, ensuring CUH’s UEC improvement plan is executed with pace, consistency and high‑quality governance.
• Coordinating a complex, multi‑stakeholder portfolio of UEC actions and developing system‑wide solutions.

Person specification includes:

• Master’s level education or equivalent experience.
• Significant experience leading large, complex programmes within the NHS, ideally urgent and emergency care.
• Understanding of UEC pathways including ED flow, SDEC, frailty, ambulance handover, virtual wards, 111/999, and community interfaces.
• Advanced programme and project management skills.
