Cambridge City Council is committed to ending rough sleeping in the city. Over the past several years we have invested considerable human and capital resources in providing more accommodation and support, and in developing new and innovative approaches to tackling the problem.

While this activity has had a significant impact, the number of people sleeping out remains higher than we would like it to be, with pressure on services often originating outside of Cambridge. The difficulties we face have been recognised by the Ministry of Housing, Communities and Local Government, and we have been awarded an additional grant to allow us to create a Long-Term Rough Sleeping Partnership Plan.

The Long-Term Rough Sleeping Partnership Plan is a collaborative strategy that brings together local authorities, health services, housing providers, charities, people with lived experience, and other partners to prevent and reduce rough sleeping over a sustained period. Rather than focusing only on emergency responses, it sets out a shared vision, objectives, and actions to tackle the root causes of rough sleeping, improve access to housing, health care, support services, employment, and recovery opportunities, and ensure that people can sustain accommodation in the long term. The plan is guided by local evidence and data, includes clear governance and accountability arrangements, and aims to coordinate resources across organisations so that rough sleeping becomes rare, brief, and non-recurring.

The ideal person would have a good understanding of the causes of rough sleeping and street-related activity, and good knowledge of existing services and partnership arrangements. The job will involve working closely with partners within the Council, charity partners, and statutory services. Another key role will be assisting people who have no local connection to the city to access accommodation and support within the Reconnections policy.

Organisation and empathy will be key skills needed for this role. It will require liaison with multiple partners with quick results needed. Negotiation will be an important aspect, requiring you to hold partners, internal and external, to account for actions within plans.

As well as being part of a supportive team delivering meaningful work that directly impacts our communities, we offer a supportive and rewarding working environment along with a wide range of benefits, including:

  • Excellent learning and development opportunities supported via a range of sources and methods and, where applicable, recognised through Digital Badges
  • Access to the Local Government Pension Scheme (LGPS) and Additional Voluntary Contribution (Shared AVC) Scheme
  • Agile and flexible working options
  • Generous annual leave starting at 25 days, rising to 30 days after five years’ service, plus 8 days public holidays (pro rata for part time), with the option to purchase additional leave
  • Family friendly policies and flexible bank holidays
  • Confidential wellbeing support through our Employee Assistance Programme and Your Care wellbeing platform
  • Staff reward and recognition framework, including an annual staff awards ceremony
  • Professional membership fees paid for, dependent on role
  • Salary sacrifice schemes including Cycle to Work, Gym Membership and Home & Electronics
  • Lifestyle savings with over 750 discounts from the UK’s leading retailers, restaurants, supermarkets, attractions and more
  • Free swimming at CCC swimming pools
  • Subsidy for public transport
  • Relocation assistance may be payable in approved cases
  • Annually negotiated pay and award progression

This is a full-time role, for 37 hours per week. Working pattern: 5 days. Contract: 3 year fixed term contract. Salary: £38,510-£43,150 per annum (City Pay Band 5) pro rata for part time. Location: This is flexible – working in Cambridge on site or at one of our offices or working from home. You will be able to balance your work location accordingly.
