The Cabinet Office supports the Prime Minister and the Minister for the Cabinet Office in delivering key objectives and milestones which help to form the wider government. The Cabinet Office is both a corporate centre for government and a policy department in its own right. It challenges, supports, leads and provides services to other Ministerial departments. Business Unit Information:
The Public Sector Fraud Authority (PSFA) is a fast paced delivery and operational team that is responsible for holding departments and arms-length bodies to account for their handling of fraud in the public sector. The Authority will write the standards for counter fraud work across government and hold public bodies to account against these. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high-profile policy area with high media, parliamentary and ministerial interest.
The PSFA was launched on the 3rd August 2022 following an increased focus in government on tackling fraud. It succeeded the Government Counter Fraud Function (GCFF) in the Cabinet Office. The PSFA is at the centre of this function and leads work across government and public bodies to improve the prevention, detection and recovery of fraud. The PSFA is outcome and performance driven, offers a depth and breadth of expertise and works jointly with HMT to tackle fraud in the public sector., The National Fraud Initiative (NFI) team is a remote/virtual team that sits within the PSFA. Team members are home based and are spread across the UK. We are looking for two full time members of staff, but part time may be considered. The location of the post holders can be anywhere in the UK but there will be a requirement to be flexible with working hours and travel as you will be required to attend meetings, with the majority currently being in Stoke on Trent and London. Structurally the NFI team is made up of the Operational Delivery (OD) Team and Business Development (BD) Team. These posts would cover work across both teams., The objectives of the OD Team are to support the mandatory NFI exercises (the national exercise every two years), bi-annual mortality screening and annual Council Tax Single Person Discount matching.
The objectives of the BD Team are to design and deliver strategies and a work programme to counter both existing and new fraud, work in collaboration with organisations across the public and private sector, and to innovate the way in which data is used.
The post holders will primarily be responsible for supporting specific aspects of the BD work programme but could also be expected to carry out aspects of OD work too.
There may be occasions where the post holder is required to undertake other work to support the NFI team or the wider PSFA.
Responsibilities:
The post holders will support delivery on the Business Development team in a variety of ways that will include some or all of the areas below:

Building new, and strengthening existing relationships, with clients in both public and private sectors

Identifying new data matching opportunities in public and private sector organisations

Continuing to develop NFI s existing products (web based and API across public and private sector)

Undertaking research into potential pilots
-
Drafting relevant project documents including Data Privacy Impact Assessments for pilots and pilot evaluations
-
Helping develop, and monitor, KPIs to measure the impact of delivery against the agreed targets.

Completing FOIs and SARs promptly to meet deadlines, ensuring a clear sign off process with the responsible DD
The successful candidates could also be asked to support the Operational Delivery Team through:

Delivery of plans and tracking progress against specific work programmes using project management techniques

Supporting the maximisation of outcomes from NFI recorded by the 1,100 bodies that take part, including analysing and interpreting progress through the production/use of statistics and metrics

Production of high quality communications to participating bodies and clients

Analysing, summarising and presenting information relating to the area the postholder will be directly responsible for internal and external use

Understanding the needs of users through continual engagement and inputting into the development of guidance, training material, workshops, etc

This is a demanding and varied role working on a high profile data matching project operated on a commercial basis. Candidates should have strong project management skills with the ability to manage competing demands and priorities in a fast paced environment.
