Salary: (Grade 2) Brussels EUR 113,167; London GBP £77,795; Johannesburg ZAR 1,398,275; Rio de Janeiro (IC) USD 97,945 (gross per annum). C40 operates on a spot salary model to maintain equity and fairness, paying the same salary according to grade and location.
Term: Fixed term contract from 1 April 2026 to 31 December 2028 (appointment and duration subject to final funding approval).

The Global Covenant of Mayors for Climate and Energy (GCoM or Global Covenant) is a global coalition of cities and local governments with a shared long-term vision of promoting voluntary action to combat climate change and move to a low-carbon, resilient society. The alliance supports cities to bridge climate ambition to action delivery and to create an inclusive, just, low-emission, and climate-resilient future for all.
GCoM is co-chaired by Michael R. Bloomberg and Teresa Ribera. C40 Cities is the fiscal sponsor of Bloomberg Philanthropies funded parts of GCoM. C40 provides financial, administrative, and operational services to GCoM.
Position Description and Responsibilities
The Head of Regional Coordination plays a key part in delivering GCoM Strategic Plan by aligning and coordinating with 13 Regional and National Covenants, their city networks and partners, and global city networks. The postholder will leverage their experience across diverse regions to build partnerships and drive climate action plan implementation.
Responsibilities include but are not limited to:
- Prepare and support regular convenings of GCoM’s Global Regional Coherence Technical Working Group, including agenda and minutes, and ensure two-way information flow with the GCoM Secretariat and other Technical Working Groups.
- Oversee and manage regional support funding budgets, sub-grants, contracts, and reporting; manage time, cost, and quality of outputs and liaise with regional delivery partners.
- Deliver grant management of global city network grants with regional components (e.g., ICLEI, UCLG, CDP); identify regional activities to complement core regional work; convene grantees quarterly; coordinate with regional teams to align delivery with GCoM objectives.
- Lead monthly bilateral and global coordination calls with all GCoM Regional and National Covenants of mayors; identify issues and routes to resolution.
- Facilitate liaison between GCoM Board Mayors and Regional Covenant partners; prepare briefings in coordination with the Senior Manager for City Diplomacy and Governance.
- Lead in coordinating the annual GCoM Open House event, planning content and outreach.
- Act as main point of contact for GCoM Regional Secretariats and Helpdesks; update or develop FAQs, policies and procedures to address city queries.
- Support planning and delivery of strategic regional events tailored to regional priorities.
- Perform additional duties as required.
Person Specification
- Proven track record in engaging across multiple regions in city climate action planning and delivery; ability to work across cultures/timezones/languages to unite partners behind a shared vision.
- Strong relationship builder; able to address issues and manage complex relationships.
- Effective grant and contract management and oversight; able to work with grantees to deliver outcomes.
- Strong written and verbal communication skills; ability to facilitate workshops and meetings; communicate complex ideas clearly.
- Strong problem-solving, interpersonal, strategic thinking and collaboration skills with an outcomes focus.
- Understanding of political dynamics in cities and local governments; knowledge of the needs of city leaders.
- Experience with city networks or partners in GCoM’s Latin America, South Asia and South East Asia regions is desirable for targeted regional strategies.
- Fluency in English; proficiency in French, Spanish, and/or Portuguese and/or another language spoken in a C40 city is strongly preferred.
