As a Procurement Officer you will have overall responsibility for specific c2c procurement activities, working with c2c departments to ensure that they follow best practice and deliver best value for the business through procurement activity. You will be an integral part of our Supply Chain team where you will hold key responsibilities associated with delivery and success of each procurement, as well as the delivery of wider strategic objectives. We are looking to recruit a Procurement Officer to deliver a wide range of procurement activity working primarily with the c2c Supply Chain team alongside providing procurement support across the business.

Key responsibilities will include:

  • Manage timely delivery of procurement activity with c2c procuring departments including guiding non-procurement stakeholders through the process and leading on meetings.
  • Ensure procurement activity is efficiently sequenced by maintaining a forward workplan that ensures appropriate internal and external resources are available to support procurement and business objective delivery.
  • Maximise value for money through procurement activity and improve the businesses overall commercial and financial wellbeing, with particular reference to meeting c2c’s Net Zero strategy.
  • Building specifications, pricing documents, contracts and other tender documentation.
  • Utilise the e-procurement solution including working with the Senior Procurement Manager to develop and promote its use by employees, providing training where required.
  • Identify and manage key risks relating to your team and advise the Head of Department.
  • Develop a strong culture of teamwork and embed policies and procedures across the Supply Chain team.
  • Assist with the development and automation of processes within the Supply Chain team.
  • Promote and provide guidance to other c2c departments on a variety of different procurement workflows.
  • Exercise a quality control function over all tenders conducted by reviewing all Notices, Tender Documents, Contracts, Tender Evaluations, Award/Unsuccessful Letters, Reports, and other key documents (prior to these being published or sent for internal approval) to ensure compliance with the published award criteria and c2c presentation standards.
  • Ensure all procurement activities are carried out in compliance with Procurement Act 2023.
  • Keep up to date with changes in Procurement legislation and procedures, supporting with the dissemination, implementation and updating of documents as appropriate.
  • To perform other duties commensurate with the level and scope of the post, which are or become evident to meet the needs of c2c.

What it takes:

The role requires an articulate individual with the ability to communicate and build relationships at all levels internally, and with external suppliers and stakeholders. The individual will also have the following skills, knowledge or experience:

  • MCIPS qualified, part qualified or working towards MCIPS qualification.
  • Proven success working as a Procurement Officer, Procurement Consultant, Procurement Manager, Sourcing Manager or equivalent. Or, someone in a lower level Procurement role looking to take the next step in their career.
  • Good understanding of both public and private sector procurement, including the application of public/utilities procurement regulations – soon to be PA2023.
  • Experience of carrying out procurement activity across a broad range of goods, works and services.
  • Knowledge of a wide range of contract conditions.
  • Sound knowledge of contracts and the legal framework.
  • Experience of instructing Legal advice and drafting of both precedent and bespoke agreements.
  • Experience of guiding non procurement practitioners through the procurement process to deliver both business needs and positive commercial outcomes.
  • Experience of advising non procurement practitioners on contractual matters both at the procurement stage and during contract life.
  • Strong track record of delivering savings through procurement activity.
  • Strong IT skills including Word, Excel, PowerPoint, RISQS (desirable), e-tendering portals and PDF tools.
  • Excellent communication skills, both written and oral.
  • Strong analytical, financial and numeracy skills.
  • Proactive individual who can work well individually and as part of a team.
  • Excellent attention to detail.
  • Organised and able to meet deadlines and manage multiple projects simultaneously.
  • Experience of working within a TOC or Rail environment (desirable).
