The Communications & Stakeholder Manager is responsible for developing and implementing strategic communication plans to enhance our brand reputation, engage stakeholders, create community links with purpose and promote our services within the rail industry. This role will support the delivery of c2c’s Communications activity, aligned to our Annual Business Plan and Net Zero Strategy as we support the rebuilding of customer numbers, confidence and revenue with a strong focus on delivering tangible projects which impact our local communities, colleagues and stakeholders as we move toward an integrated railway across Anglia.

This role is multi‑discipline, with responsibility across communications channels, reporting directly to the Head of Communications, and is a key role in the wider Comms team and Customer Experience function.

Key Accountabilities
  • Support the creation and delivery of a communications and stakeholder engagement strategy that delivers engaging and inspiring content for current and potential customers, stakeholders, media and colleagues.
  • Work as part of the Communications team to deliver relevant, timely and engaging communications to our audiences, inspiring passenger confidence and revenue growth, while protecting and promoting our reputation.
  • Take the lead on correspondence with stakeholders and community partners, and play a key role in building and maintaining relationships with media, community, industry and stakeholder contacts across sectors to secure opportunities to share c2c’s story, as well as cultivating new relationships.
  • Support and lead on our series of internal and external events, including but not limited to press conferences, community outreach programmes, colleague conferences and stakeholder meetings, to promote c2c Railway initiatives.
  • Manage media and stakeholder enquiries, collaborating with relevant departments to create responses.
  • Support the planning and delivery of c2c’s annual Stakeholder Survey.
  • Manage the creation and distribution of press releases, newsletters, website content, and social media posts to ensure consistent and accurate messaging.
  • Contribute to internal reports and trackers to support effective planning and reporting across all communication activity, including the monitoring and review of media coverage, public sentiment, and industry trends to identify opportunities and mitigate risks.
  • Stay informed about regulatory requirements, industry standards, and best practices in communication and stakeholder engagement to ensure compliance and continuous improvement.
  • Encourage creativity and innovation within the Communications team to develop engaging content and strategies.
  • Collaborate with cross‑functional teams across the business to create effective communication activities with key business objectives and priorities, including our Net Zero Strategy, move toward Anglia Railway and overarching Communications Plan.
  • Provide hands‑on support to other members of the Communications team, including working with the Social Media Manager to develop a drumbeat of social content, and the Comms & Engagement Manager for engaging colleague content.
  • Develop crisis communication plans and provide guidance to senior management during emergencies or incidents affecting the railway network, including on call duties on a rota system.
  • Champion the Communications team and CX function and demonstrate positive behaviours in line with c2c's vision and values.
  • Once established, this role will support the business in seeking third party funding, driving strong ROI through developing commercial links with current and existing partners to deliver value for money, as part of our long‑term vision and strategy.
Experience, Knowledge & Qualifications Required
  • 5+ years in an in‑house or agency environment with a proven track record of delivering communications and engagement campaigns across channels, for multiple audiences.
  • Excellent verbal and written communication skills with the ability to convey complex information in a clear and concise manner.
  • Organisational and project management skills.
  • A passion for communications, customer improvements and creating great relationships.
  • Highly organised with the ability to work on multiple projects simultaneously and meet deadlines in a fast‑paced environment.
  • A can‑do, open attitude with the ability to collaborate with colleagues and stakeholders of all seniority levels with confidence.
  • Strategic thinker with the ability to develop and execute communication plans that support organisational goals.
  • Proficiency in media relations, stakeholder engagement and crisis management.
  • Familiarity with industry regulations, policies, and procedures related to rail operations and safety.
