We are looking for a dedicated and versatile individual to join our team as a Senior Electrical and Mechanical Engineer. It is an exciting time to join c2c as we move into a new era of railway reform, aligning with Great British Railways (GBR) and the Department for Transport (DfT) to deliver a simpler, more connected and passenger focused railway. As Infrastructure Manager for all c2c stations under a 99-year lease, our Asset Management team is responsible for the long-term safety, functionality and resilience of the network’s mechanical and electrical systems.
About the Job: The Senior M&E Engineer provides technical leadership, assurance and strategic support across the c2c route. The role ensures M&E assets, including electrical systems, lighting, ventilation, water services, pumps and life-safety systems, are safe, compliant, efficient and aligned with long-term asset management principles. The Senior M&E Engineer will support the Head of M&E in developing a clear understanding of asset condition and associated risk across the route, helping to prioritise investment based on evidence, performance and whole-life value. This role will contribute to the development of asset investment strategies and intervention planning, ensuring that each action aligns with c2c’s Asset Management System and the long-term goals of reliability, sustainability and compliance. The role will assist in managing a small but technical team.
This post offers the opportunity to drive meaningful improvement in electrical and mechanical infrastructure, including the chance to define and oversee design and delivery of varied M&E work including full station rewires to a best-in-class, fully compliant standard that demonstrates good engineering practice and can show it delivers tangible value to the business and the taxpayer.
Key Accountabilities:
- Manage the technical assurance and performance of M&E systems across all stations and operational buildings.
- Undertake condition surveys of M&E assets to inform renewal planning, risk management and lifecycle decision making.
- Support the Head of M&E in developing and maintaining a clear understanding of asset condition, future cost planning, performance, and associated risk prioritisation across the route.
- Provide expert advice on design, testing and commissioning of M&E projects, ensuring compliance with all relevant Directives, Laws and where applicable BS, BS EN and RSSB / Network Rail standards.
- Undertake investigations into asset failures and incidents, driving root cause analysis and lessons learned.
- Ensure all installations comply with relevant parts of BS 7671 (current edition), BS 9999, BS 9992, BS 5839, BS 5266 standards as applicable and where practicable.
- Support the development and delivery of the M&E renewal work bank and energy efficiency initiatives.
- Support where required assurance of PPM contractors as duty holder to ensure works are safe, high quality and auditable under c2c’s Asset Management System (AMS).
- Deputise for Head of M&E, and manage other team members.
- Lead or support technical reviews of contractor design submissions (NR/L2/CIV/003), ensuring buildability and whole life value.
- Provide technical input into budgets, RFQs and project procurement processes, ensuring suppliers meet c2c’s safety and quality expectations.
- Support integration of smart, connected and monitored technologies for condition and energy monitoring.
- Ensure H&S files, test certification and O&M manuals are complete and uploaded into c2c’s asset management systems.
- Mentor and support CPD development of peers across wider business and contribute to professional development across the M&E discipline.
- Ensure safety and quality are paramount and ensure duty holder safe systems of works are in place.
Experience, knowledge and qualifications required:
- Curious, proactive can-do attitude with passion for quality, assurance and delivery of real value while showing an industry we can do better.
- Proven experience in problem solving electrical and mechanical systems within building, infrastructure or rail environments.
- Deep technical understanding of LV electrical distribution, lighting, HVAC, water and fire safety systems.
- Working knowledge of standards including BS 7671, the Electricity at Work Regulations, CDM Regulations 2015 and general H&S duties under law.
- Willing and able to support the development of investment strategies, condition assessment, and risk-based planning.
- Experience leading contractors and verifying technical compliance on site.
- Demonstratable knowledge of ISO 55001 asset management.
- Real world practical experience of how building services work and are built is essential, experience is key.
- Proficient in use of Microsoft and Google suite software, asset databases and document control systems.
- Excellent communication, leadership and analytical skills.
- C&G, Trade apprenticeship or NVQ level 3 with appropriate on-site experience is acceptable.
- BTEC/HNC/HND or degree in building services or similar is desired but not essential, willing to attain accredited engineer (DPE) standing is.
- EngTech, IEng, CEng and member of a professional engineering institute preferred but not essential, willing to attain this is via CIBSE / IET.
- Knowledge of NR/L2/INI/02009, AMS 2.6 and other Network Rail interface standards.
