Organisation Information: Bouygues Travaux Publics (TP) and Laing O’Rourke, two of Europe’s most dynamic engineering and construction specialists, are working together in a joint venture named BYLOR to deliver the main civil engineering works at Hinkley Point C (HPC) worth over £2.8 billion. Purpose of the role: To provide overall construction delivery leadership for secondary steelwork across the Nuclear Island for Unit 1 and Unit 2, ensuring works are delivered safely, to the required quality standards, within programme and in accordance with the project scope, specifications and applicable nuclear and construction requirements. The role will provide strategic and operational oversight of the secondary steelwork completions team, including the BYLOR Project Managers responsible for the individual areas and work packages, while maintaining overall accountability for the performance and delivery of Tier 2 contractors. The role will ensure that the BYLOR Project Managers are effectively coordinating their respective areas, driving Tier 2 contractor performance, managing interfaces and maintaining alignment with the overall Nuclear Island programme. Reporting directly to the Project Leader, the role will provide clear and timely information on progress, performance, risks, opportunities, constraints and emerging issues affecting secondary steelwork delivery. A key focus will be to establish a consistent approach to secondary steelwork delivery across Unit 1 and Unit 2, ensuring that lessons learned from Unit 1 are captured and embedded into the delivery strategy for Unit 2.

Key Responsibilities

  • Health, Safety & Environment
    • Provide overall leadership for safe delivery of secondary steelwork, ensuring compliance with HSE requirements and site rules
    • Oversee Project Managers and Tier 2 contractors to ensure effective HSE management
    • Promote strong safety culture and conduct regular safety inspections
    • Participate in incident investigations and corrective action monitoring
  • Quality & Nuclear Safety
    • Ensure quality compliance across secondary steelwork scope for Unit 1 and Unit 2
    • Provide visible leadership in Nuclear Safety Culture and procedural compliance
    • Drive right-first-time delivery and identify/resolve non-conformances
    • Capture and transfer lessons learned between units
  • Construction Delivery
    • Oversee permanent works delivery across the Nuclear Island
    • Manage Project Managers and day-to-day Tier 2 contractor activities
    • Monitor productivity, resources, and programme delivery
    • Identify and resolve construction issues and interfaces proactively
    • Ensure progressive inspection and handover of completed works
  • Design, Engineering & Temporary Works
    • Liaise with Site Engineering for timely production of methods and technical documentation
    • Provide construction input to design and engineering solutions
    • Oversee temporary works, scaffolding, lifting arrangements and access planning
    • Support resolution of technical queries and design issues
  • Commercial, Cost & Procurement
    • Provide oversight of commercial performance and cost control
    • Identify and escalate risks, opportunities, changes and variations
    • Manage supply chain activities and procurement coordination
    • Support accurate progress reporting and valuations
  • Programme & Leadership
    • Provide overall programme leadership for secondary steelwork delivery across both units
    • Ensure alignment with Nuclear Island delivery programme
    • Challenge performance, identify slippage and drive recovery actions
    • Lead and develop the BYLOR Project Management team
    • Promote accountability, collaboration and continuous improvement

Required Skills & Experience

  • Senior construction delivery/management experience in major construction, infrastructure, energy or nuclear projects
  • Proven track record delivering structural/secondary steelwork packages on complex projects
  • Experience overseeing Project Managers responsible for multiple construction areas
  • Strong background managing Tier 2 contractors and specialist supply chain partners
  • Demonstrated expertise in HSE, quality and nuclear safety requirements
  • Strong programme management, commercial awareness and cost control skills
  • Excellent leadership, communication and stakeholder management abilities
  • Ability to manage complex interfaces across multiple construction disciplines
  • Degree in Civil/Structural Engineering, Construction Management or equivalent industry experience

Additional Information: All positions with Bylor are employed directly with either Laing O’Rourke or Bouygues Travaux Public and include competitive salaries, private medical insurance, company pension schemes and annual holiday allowance. Some grades will also include a company car allowance. Unless stated otherwise all positions are based at Hinkley Point C in Somerset.
