About the Role
The BUSY Group is expanding, evolving and investing in modern, fit‑for‑purpose environments that support our mission: helping more people into education, training and employment.
As our Capital Works Manager, you’ll lead the planning, delivery and handover of complex capital projects across our diverse property portfolio — from school campuses to corporate offices and specialised facilities.
You’ll oversee a team of project managers, guide end‑to‑end delivery of refurbishments, fit‑outs, upgrades, extensions, relocations and new sites, and ensure every project meets legislative requirements, governance standards and operational readiness.
This is a senior, influential role reporting to the General Manager – Property & Assets, with visibility across executive and Board stakeholders.
- What You’ll Lead
- Capital works delivery — Oversee end‑to‑end delivery of refurbishments, fit‑outs, upgrades, extensions, relocations and new sites across BUSY Schools, BUSY Group offices and other TBG properties, ensuring compliance with all approvals and certifications.
- Project leadership & stakeholder management — Lead and develop project managers, manage consultants and contractors, and maintain strong communication with internal teams, executives and external partners.
- Procurement, contracts & governance — Drive tendering, procurement, contract administration, project briefs, plans, risk frameworks, progress reporting and governance across the capital works program.
- Cost, schedule & risk control — Manage budgets, forecasting, programme control and proactive risk mitigation to ensure projects are delivered on time, within budget and to required standards.
- Commissioning, handover & operational readiness — Oversee defects, certifications, as‑built documentation, maintenance plans and smooth transition to operational teams.
- Cross‑functional collaboration & compliance — Work closely with WHS, risk, compliance, ICT, procurement and finance, while upholding Child Safety National Principles and BUSY Group safeguarding policies.

Skills And Experiences
- What You’ll Bring
- Capital works expertise — Extensive experience delivering complex, multi‑site capital projects across construction, infrastructure or development, including refurbishments, fit‑outs, extensions, relocations and new‑builds.
- Leadership capability — Proven ability to lead and develop project teams, delegate effectively and manage competing priorities with sound judgement.
- Construction & approvals knowledge — Strong understanding of industry requirements, town planning, MCU processes, development approvals and certifications.
- Procurement & contract management — Demonstrated capability in tendering, procurement, contract administration, consultant/contractor management and negotiation.
- Governance & commercial acumen — High‑level skills in project governance, risk management, reporting, budgeting, forecasting and cost control, with experience engaging executives and Boards.
- Compliance & documentation — Strong record‑keeping, reporting and regulated‑environment experience, with excellent attention to detail and time management.
- Technical proficiency — Skilled in project management software and comfortable coordinating across varied sectors (education/community desirable).
- Qualifications & checks — Degree in project management, architecture, engineering or construction management; 5+ years’ senior PM experience; Blue Card; National Police Check; open driver’s licence.
