About the role
Environmental Health Officer – Grade 12 | 37 hours per week (flexitime & agile working) | Based at 3 Knowsley Place, Duke Street, Bury. This is an exciting new opportunity to embed and introduce the Renters' Rights Act 2025 across our borough and help shape how we deliver fair, safe and decent homes in the private rented sector. The Government has confirmed a phased commencement of the Act from 1 May 2026, so you'll be joining at precisely the right time to lead on practical implementation with landlords, agents and tenants.
Responsibilities
- Lead targeted inspections and investigations in line with statutory requirements and codes of practice, taking robust action where noncompliance is identified.
- Implement and communicate the new legal framework under the Renters' Rights Act 2025, including tenancy reform, strengthened protections against unfair rent increases, and new standards affecting landlords and tenants.
- Prepare and serve legal notices; gather evidence; conduct PACE interviews; and represent the Council in court, tribunals and public inquiries.
- Support education and engagement, providing clear guidance to landlords, agents, tenants and partner agencies on rights and responsibilities.
- Contribute to service improvements and initiatives, including landlord forums, targeted compliance projects and cross‐borough campaigns to raise standards.
- Report to the Unit Manager, PRS Enforcement Team, and may supervise Enforcement Officers, students and apprentices, helping to build capacity as the new legislation beds in.
About you
- A Diploma/BSc/MSc in Environmental Health and relevant professional registration (EHOB/CIEH).
- Applications from experienced housing practitioners/enforcement officers will also be considered.
- Knowledge of private sector housing legislation (including HMOs, empty homes and enforcement) and experience of inspections/investigations.
- Strong communication, negotiation and conflict‐resolution skills.
