Overview
A rare and exciting opportunity to join Burnley Council as our Principal Planner (Conservation).
The borough has a rich and varied heritage, notably its industrial heritage related to the textile industry, including Burnley’s renowned Weavers’ Triangle intersected by the Leeds and Liverpool Canal. The town has a collection of fine civic buildings and five Registered Parks and Gardens. It is also home to the market town of Padiham and historic villages and farm steadings. Burnley has seen significant economic and housing growth and is a university town with heritage-led regeneration and sound planning at the heart of the Council’s vision to make Burnley the first choice for business investment and as a place to live.
Responsibilities
- Work as a principal planner within the planning policy team, collaborating with the Planning Policy Manager and Head of Service to promote and deliver the ambitious agenda.
- Provide specialist advice on heritage and design matters through policy formulation, preparation of guidance, advising development management colleagues on key applications, and supporting corporate heritage-led projects.
- Identify and protect the historic environment, including tackling buildings at risk.
Qualifications and Experience
- RTPI-recognised degree in Town Planning, or a related subject with relevant work practice or study giving eligibility for RTPI membership. Membership of the IHBC would be an advantage.
- Experience of working at a senior level in planning policy formation with detailed knowledge of building conservation law, policy and techniques.
- Good communication skills and ability to give evidence at examination, appeal, and in court; excellent negotiation skills including the ability to resolve conflict.
- Ability to manage workload to agreed deadlines, work in partnerships, and lead and manage specific projects.
- Full driving licence and ability to undertake site visits, including to dilapidated buildings and high-level structures.
